Job summary
This is an opportunity to lead a collaborative intelligence function on behalf of Bedfordshire Luton & Milton Keynes Integrated Care System (BLMK ICS).
The new Population Health Intelligence Unit will create an integrated team that produces high quality local insights to inform decision making by ICS partners across BLMK.
Main duties of the job
You will lead a team of analysts, providing input into decision-making through production of evidence & actionable insights from data & analysis. You will support the Public Health Consultant to develop the ICS capabilities in advanced analytics & data visualisation techniques, strengthen & diversify the analytical skillset, & share learning & solutions across the system.
BLMK ICS serves a vibrant & diverse population of more than 1m people. Health & wellbeing of residents is generally good but significant inequalities persist & there are ample opportunities to make a difference.
You will be expected to cope with multiple demands & meet tight deadlines. You will deal with complex population health issues, making evidence-based recommendations regarding health & wellbeing, care & quality, & achieving best value.
The role requires intellectual rigour, negotiation skills, & the flexibility to deal with complex issues as they arise. Tact, political awareness & an understanding of organisational cultures are required to enable working across organisational boundaries & influence without direct authority.

Job responsibilities
The post-holder will be a leader in the delivery and dissemination of intelligence and evaluation,
working with multiple stakeholders in a complex environment.
Embedded in the shared public health team that works across three unitary authorities, the post holder
will work closely with the Consultant in Public Health - ICS Population Health Intelligence, to deliver
key population health functions across Bedford Borough (BBC), Central Bedfordshire (CBC) and
Milton Keynes Councils (MKC) Public Health team and the Luton Borough Council (LBC) public health
team and the Bedfordshire, Luton and Milton Keynes Integrated Care Board (BLMK ICB).
The post-holder will lead a team of population health management and intelligence officers, and
provide direct line management to the Population Health Evaluation Data Scientist, Population Health
Data Visualisation Analyst and Population Health Analyst.
The post holder will be expected to cope with multiple and changing demands and to meet tight
deadlines. The post holder will deal with complex population health issues, advise the Bedford
Borough, Central Bedfordshire, Milton Keynes and Luton Health and Wellbeing Boards, and the
Governing Body of BLMK ICB, making evidence-based recommendations regarding health &
wellbeing, care & quality, and achieving best value.
The role requires a high level of intellectual rigour, negotiation skills, motivational ability and the
flexibility to deal with complex population health issues as they arise. A high level of tact, diplomacy
and political awareness is also required; along with the ability to understand organisational cultures, to

Operational Responsibilities
Provide expert population health advice to Bedford Borough, Central Bedfordshire, Luton and Milton Keynes Councils, as well as BLMK ICB.
The post holder will oversee information governance for the Population Health Intelligence Unit and be responsible for ensuring that systems are in place.
Supervise the production of strategic data products and projects for BLMK ICB and partner organisations.
Develop and utilise information and intelligence systems to underpin action across disciplines and organisations, leading the collation and interpretation of relevant data.
Lead the Population Health Intelligence Unit, which provides a shared service to Bedford Borough, Central Bedfordshire, Luton and Milton Keynes Councils and BLMK ICB.
Support the delivery of the local authorities Core offer to BLMK ICB.
Be a delegated budget holder for activities related to Population Health Intelligence, and contribute to the formulation of department / programme budgets.
Undertake the commissioning of appropriate population health intelligence resources and databases from a range of suppliers. Negotiate and implement access to key population health intelligence data.
Undertake or commission research and audit according to local needs and translate research findings into population health practice.
To inform commissioning decisions and service delivery across BBC, MKC, CBC, LBC, and BLMK ICB.
They will support and inform an evidence-based approach within ethical frameworks for commissioning and develop high quality, equitable services across primary, secondary and social care; and across sectors including local authorities and voluntary organisations, in potentially contentious and hostile environments where barriers to acceptance may exist.
To assure and improve the quality of the services it delivers (incorporating effectiveness, safety and service user experience, where appropriate).

Decision-making
Be a delegated budget holder for activities related to the Population Health Intelligence Unit, and contribute to the formulation of department/programme budgets.
Have direct line management responsibility for the Population Health Evaluation Data Scientist, Population Health Data Visualisation Analyst and Population Health Analyst .
Deputise for the Consultant in Public Health - ICS Population Health Intelligence as required.
Provide line management for staff including recruitment, appraisals, disciplinary and grievance responsibilities.
Have the ability to work cross-directorate and across other agencies and voluntary organisations.
Receive annual appraisals by the Consultant in Public Health - ICS Population Health Intelligence. Detailed objectives will be agreed with the Consultant in Public Health - ICS Population Health Intelligence.

Working with people
The post holder will be a senior member of the Population Health Intelligence Unit, which provides a shared service to Bedford Borough, Central Bedfordshire, Luton and Milton Keynes Councils and BLMK ICB.

Controlling resources
The post holder will:
Be a delegated budget holder for activities related to Population Health Intelligence Unit, and contribute to the formulation of department/programme budgets. Total budget controlled or impacted approx £750k.
Influence how health budgets (circa. £825m across BLMK ICB) are spent to maximise opportunities to improve health and reduce health inequalities.
Have direct line management responsibility for the Population Health Evaluation Data Scientist, Population Health Data Visualisation Analyst and Population Health Analyst.
Responsible for developing, agreeing and delivering the work programme of the Population Health Intelligence Unit.
Seek out opportunities to secure additional funding, where possible, for the delivery of evidenced based interventions that will address local priorities.

Qualifications
- Degree-level education and/or relevant professional qualification or equivalent demonstrable experience
Experience
- Theoretical and practical knowledge of epidemiology and statistics.
- Proven ability as an effective team leader and line manager
- Proven ability to manage finance and other resources with corporate governance systems, protocol and policy (C4.3)
- Experience of designing and managing programmes and projects to improve health and reduce health inequalities (C3)
