Job summary

The role of Carbon Zero Delivery Manager within the Estates and Facilities Support Services Section of Estates and Facilties will be the lead specialist responsible for developing and driving forward the Trust's energy and environmental management programme. Contributing speciality knowledge and advice on sustainability and ensure the Trust's compliance with all relevant legislation. The post holder will strive to improve the Trust's energy performance and meet local and national targets whilst ensuring the cost effective purchase of water and energy services to ensure the Trust operates within the defined utility budget.

Main duties of the job

Provide technical interpretation from internal and external sources and implement cost savings wherever practicable, including staff travel, community engagement, and carbon reduction strategies.

Manage Sustainability and Utilities including Management of suppliers together with compliance with any relevant standards, and emerging requirements and regulation including the Green Plan. Accountability for its staff, budgets, operation and the management of external clients and their income.

Responsibility for setting and managing environmental targets and developing the Green Plan and respective initiatives to improve the Trust's use of resources.

Liaison with Trust stakeholders, external contractors, the local community and other organisations to provide specialist sustainability and carbon reduction knowledge to ensure effective management, monitoring and delivery of training.

Production of regular reports for Trust Board following analysis of highly complex information to assist in securing funding for the implementation of Energy Saving Projects, e.g. Salix, Carbon Trust, NHSI, together with the production of Trust Policies on Energy and Environmental Management.

Job responsibilities

  • To play the lead role in ensuring the Trust meets its statutory obligations in relation to any environmental targets and government initiatives, inluding emerging regulation, guidance and legislation concerning the supply of water and energy.
  • Operationally jointly manage the Estates and Facilities performance and compliance dashboard for its portfolio of services.
  • Support the Trust in meeting its statutory environmental and sustainability responsibilities. This will include the development and implementation of the Trusts Green Plan and the associated initiatives including participation in the strategic and operational Sustainability Committees.
  • Formulate and regularly review long-term plans and corporate policies in relation to Sustainability and Utilities.
  • Lead on the communication of the sustainability agenda for internal and external audiences including any national or local campaigns. This will include the development and management of the Trusts Sustainability Steering Committee.
  • Develop partnerships with external stakeholders including regulatory bodies, agencies, local and national cross sector organisations as well as forming innovative new partnerships that support the Trusts sustainability goals and objectives.
  • Manage the Display Energy Certificates.
  • Participate in the management of sustainability data input and reporting for NHSEI Data Collections.
  • Evaluate appropriate risks for inclusion on the Divisional and Trust's Risk Register.
  • Assist with the management of the utilities budget effectively (electricity, water, gas and council tax). Analyse and review complex tariffs and utility supply contracts to ensure the most cost effective and optimum arrangements are in place at all times. Authorise invoices for payment and advise the Finance Department of tariffs to assist budget setting for multiple utilities at all sites.
  • To ensure that all other invoices are validated and managed effectively as necessary, within the designated timescales and to trust policy and validate consumption and savings.
  • To routinely report on progress towards energy efficiency and broader sustainability targets
  • Monitor and analyse utility consumption and waste production. Set efficiency targets using national benchmarks and internal knowledge of the Trusts infrastructure in line with the Green Plan.
  • Work with all departments to ensure carbon emissions are reduced year on year, contributing to the preparation of reports including for inclusion in the Trust Annual Board report.
  • To drive research and pilot projects into areas including air quality, green space, community engagement, asset management, travel, procurement, office environment (including agile working implications) and funding opportunities within and outside the organisation.
  • To participate in the Estates and Facilities Model Hospital performance data analysis. Routinely reporting to the Estates and Facilities Director on efficiencies and presenting at Director level.
  • Provide guidance for the annual capital schemes and when required project manage sustainability projects e.g. LED lighting, metering and solar panels

Knowledge

Essential
  • A good understanding of a wide range of sustainability issues in theory, such as: energy and carbon, water and waste management, sustainable procurement, green building design and management, sustainable transport, pollution control etc.
  • An understanding of climate change and its drivers. An understanding of world and UK carbon initiatives Knowledge of the NHS
