Senior Programme Delivery Manager - Population Health Management

Job summary

This is a senior programme management role in the delivery of the Population Health Management Platform for Coventry and Warwickshire. This is a pivotal role providing a strategic and operational interface between the Population Health Management Platform and its delivery across health and care partners, including Primary Care Networks, Acute/ secondary care, community care and Local Authorities.

Population health management (PHM) is a key enabler in the development of the place-based population health approach outlined in the NHS Long Term Plan and is fundamental to the delivery of the Integrated Care System. The wider Population Health Management programme has developed a road map detailing the short-, medium- and long-term health and health care deliverables for the population of Coventry and Warwickshire. Embedding delivery and benefits realisation of the population health management platform is fundamental to the success of PHM.

Main duties of the job

The Senior Programme Delivery Manager will work with the partnership (including suppliers) to develop and manage the implementation of the capability across the local health and care infrastructure and aligned work programmes such as Intelligence Function and Health Inequalities.

The role requires the postholder to be intellectually flexible and to look beyond existing structures and ways of working with excellent written and verbal communication skills. And to autonomously manage and progress the delivery of the programme including coordination of the delivery board and reporting to the PHM Programme Board and Data, Digital and Technology Board.

The post is responsible for providing professional expertise including business and analytical processes for the programme of delivering the PHM platform and capability, identify current processes, supporting discussions, and advising colleagues as to how best practice might be adopted, documenting those processes as they are agreed and overseeing their delivery.

The nature of this post will require a reasonable level of physical, mental and emotional resilience that you would associate with senior programme management roles including freedom to act, shifting and balancing priorities and competing agendas to deliver overall performance.

Job responsibilities

The post holder is expected to:

  • Proactively engage with technical, clinical and executive staff across the NHS, local government private sector supplier and other organisations, and maintain constructive relationships with a broad range of internal and external stakeholders.
  • The post holder is expected to have regular contact with a range of internal and external stakeholders and engage with them over complex issues related to the PHM platform.
  • Present highly complex information (including various data analyses) to a wide range of stakeholders in a formal setting.
  • Commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues.
  • Work with the ICB communications and engagement team to continue to develop and deliver a communications and engagement plan pertaining to PHM Platform capability and delivery.
  • To build ongoing and productive relationships with external suppliers for the PHM platform and associated providers.

The Functional responsibilities of the role are:

  • Development and on-going delivery of implementation plans and associated work packages in collaboration with system partners and suppliers to implement the new system capability. This should include keeping information up to date, tracking progress, escalating plan related issues, interdependency identification, scenario analysis and communicating the plan to key stakeholders in line with the programmes communication and engagement strategy.
  • Manage programme resources to develop, test and deploy intelligence/ intervention products and outputs
  • Management of risks and issues associated with the implementation and deployment of the capability
  • Define engagement and training strategies to ensure the solutions deliver the desired impact and outcomes.
  • Understand impact on ways of working and address any change and training risks.
  • Engage with end-users and stakeholders, gather feedback and co-produce training materials.
  • To operate in a highly political and sensitive environment.
  • Responsible for supporting the commissioning of projects and procurement of services to support programme delivery.
  • Authorised signatory for delegated budgets.
  • Develop business case for programmes and projects related to PHM Platform
  • Prepare financial reports to Chief Officers and Boards as requested
  • In-depth analysis, interpretation and production of complex and multiple reports including financial returns.
  • Support demonstrating value for money through embedding benefits realisation of agreed benefits.
  • Identify interdependencies across projects/functions, potential impacts on wider organisations, resource requirements and building in contingency and adjustments as necessary.
  • Responsible for the day-to-day management of staff associated with delivery and implementation of the PHM platform, which will include responsibility for supporting appraisals, development of staff, recruitment, and where necessary processes such as grievance and disciplinary matters.
  • Responsible for an individuals development on the job and performance management. Work in conjunction with line managers and other managers to assess and manage confidential information about an individuals performance and capability development.
  • Provide advice and guidance to matrix managed posts to support and develop them in their roles.
  • Identify and highlight exceptions and risks ensuring mitigating action can be taken to keep the programme on track.
  • Drafting and presenting reports summarising status on issues, appraising outcomes, and providing progress reports for a range of stakeholder audiences including the PHM Programme Board, Digital Strategy Board, Directors of Finance and Integrated Care Board
  • Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business and benefits realisation cases.
  • Analyse, interpret and present data to highlight issues, risks and support decision making.
  • Ensure that all project documentation is appropriate, accurate, up-to-date, and securely stored.

Person Specification

Knowledge, Training and Experience

Essential
  • Educated to masters level or equivalent
  • Significant experience of delivering programme management
  • Significant experience of managing a service within the health and care system
  • Expert understanding of and background to the aims of national healthcare policies and programmes.
  • Proven knowledge and experience of delivering project and programme management techniques and methodologies
  • Proven ability to train, support and develop staff
  • Proven successful development of information solutions to complex service issues
  • Proven experience of relationship building
