Digital Business Manager

Job summary

The post holder will lead the provision of an efficient, effective and high quality professional and coordinated office management and business strategy function capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation. The post is responsible for providing professional expertise to inform business processes and systems across NHS GM Integrated Care, providing advice on best practice and overseeing delivery.

The post holder will lead the provision of an efficient, effective and high quality professional and well-coordinated business development approach ensuring alignment with the activity of the organisation and the delivery of business development targets.

Main duties of the job

Ensuring effective working of the Digital and IT Management Team and associated groups; providing advice on and making changes to systems and processes as required,

Working closely with NHS GM Integrated Care's Digital and IT Management Team, briefing and advising on regional hot topics including coordinating across NHS GM Integrated Care to draft reports, briefings and correspondence.

Supporting NHS GM Integrated Care's business development, including developing the annual business plan, progress and dashboard reporting and risk and issue management.

Managing corporate business returns, including planning and workforce returns.

Responsibility for coordinating and chasing ICB correspondence on behalf of the CDIO and CTO

Leading on specific digital policy, strategic projects and programmes of work.

Job responsibilities

Operational

To oversee team members to deliver requirements listed above and engage and liaise with key stakeholders, to:

Support the delivery of day-to-day activities and projects.

Work within the overall strategic business development objectives, devise, implement and monitor the strategy. Evaluate, interpret and locally implement best practice.

Present complex information on all aspects of function practice in a clear, understandable and audience-appropriate manner to senior management and board level groups.

Ensure that best practice is developed and delivered within the digital and IT function Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice in support of business development where necessary. Ensure a smooth transition through decision making processes for the identification of prospects to the signing and management of contracts. Ensure that an appropriate strategy is in line with business objectives and are fully cascaded.

Advise on innovative opportunities and support all departments in their strategies and programmes to maximise service benefits.

Oversee the tracking of progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders utilising project management and CRM systems as appropriate.

Work closely with the Heads of other Departments or Directorates to ensure that units understand and support.

Ensure the securing of value for money, giving due consideration to all relevant factors including risk, quality and other factors.

Collect and report on information of expenditure within the function

Monitor, interpret and quality assure progress against deliverables to NHS England that often require adjustments specifically in relation to the complex corporate businessagenda, strategic objectives, and the business planning process.

To develop business plans and provide expert strategic and policy advice and guidance on all areas of the function

Project Management

Financial and Physical Resources

Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis.

Budget holder for assigned function/team, budget setting with the Head of Department.

Responsible for ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.

Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Placing orders and signing invoices.

Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Department, and relevant forums.

People Management

. Lead and motivate teams and work across the digital function and NHS GM.

Assists with recruitment to other senior posts within the function. Forge close positive working relationships, to support an effectivematrix approach to achieve NHS GM Integrated Care's objectives. To support, motivate and develop people.

Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget.

Information Management

Responsible for the collection and reporting on information of expenditure both within and outside the organisation, including compliance reporting.

Ensure processes and staff behaviours are in place for appropriate information sharing.

Drafting reports summarising status on issues, appraising outcomes, and providing regular progress reports for the digital leadership team..

Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project portfolios.

Analyse, interpret and present data to highlight issues, risks and support decision making.

Policy and Service Development

Responsible for proposing and drafting changes, implementation and interpretation to national policies, guidelines and service level agreements (SLAs) which may impact service.

Responsible for the review and management of corporate policies.

Proposes changes to own function making recommendations for other service delivery.

The post holder will need to maintain a good knowledge of emerging policies from government departments for example pensions, change management, constitution.

Research and Development

Plan, develop and evaluate methods and processes for gathering, analysing, interpreting, and presenting data and information.

Planning and Organisation

Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.

Contribute to short-, medium- and long-term business plans, achieving quality outcomes.

Relationship Management

Operate effectively in a flexible and demanding environment and proactively engage with key stakeholders.

Work effectively with a variety of external consultancies working on other projects and programmes within other NHS organisations as required.

Communicates and provides highly complex information to a wide range of internal and external stakeholders. (verbal, written and numerical).

Deal with resulting potentially aggressive/antagonistic situations as required.

Work and engage constructively with stakeholders on a range of business sensitive issues.

Nurture key relationships and maintain networks internally and externally.

Ensure close liaison with the Communications and Stakeholder team on public relations and marketing activities.

Person Specification

Qualifications

Essential
  • Educated to master's level or equivalent level of experience of working at a senior level in specialist area. Prince2 or equivalent

Knowledge and Experience

Essential
  • Expert knowledge of the application of evidence and analysis to inform service transformation Extensive knowledge of budget management / setting Extensive knowledge of specialist areas, acquired through master's level or equivalent experience or training Evidence of post qualifying and continuing professional development. Must understand the background to and aims of current healthcare policy and appreciate the implications of this on engagement and business processes and systems.
