Strategic Head of Primary Care

Job summary

A secondment opportunity has arisen for the post of Strategic Head of Primary Care in the County Durham Integrated Strategic Commissioning Team. The team brings together staff from the ICB (including NECS) and Durham County Council in a single leadership team.

Main duties of the job

Develop an annual commissioning work plan. This should support delivery of the ICB strategy, Joint Forward Plan, and the locally agreed Place plan.

Lead on the delivery of the LDT commissioning functions and operational procedures as a senior leader in the ICB, leading the integration commissioning of health and care services across the whole life course.

Utilise data to inform strategic commissioning of services. To include the development of Population Health Management approaches aligned with reducing health inequalities.

Commissioning budgets including those pooled and aligned between the ICBs and Councils under S75 agreements, including Better Care Fund.

Quality assurance of commissioned services to ensure high quality, safe, value for money services is in place for local residents.

Establishing new care and health service models and redesign of specifications to support change, taking an innovative approach to enable system transformation.

Supporting the local system(s) to achieve its ambitions in relation to Health and Social Care Integration, integrated commissioning being a key part of this.

Managing the commissioning teams within the LDT and ensuring effective collaboration with the transformation, strategy, contracting and procurement directorates.

Job responsibilities

Reporting into the Integrated Care Board through the ICB Director of Local Delivery, and the Deputy Delivery Director the postholder will have a key role working as part of the ICB, ensuring that both ICB and locally agreed place based priorities and objectives are met to deliver the overarching ICB aims of:

Improvements in population health and healthcare

Tackling inequalities in outcomes, experience and access

Enhancing productivity and value for money

Helping the NHS to support broader social and economic development.

The postholder will lead effective the LDT commissioning strategy and operational policies for promoting integration and improved outcomes for the Local Delivery Team working with the wider NENC ICS partners. The Strategic Head of Commissioning/Primary Care will be responsible for producing, monitoring and implementing an annual work plan. This plan will be developed with colleagues in transformation, strategy, contracting and procurement directorates and will support coordinated working across directorates. This will include the detailed governance arrangements to provide assurance to the ICB that statutory functions are effectively discharged.

(The two 8C Strategic Head Roles will have a specific remit to cover Primary Care or Mental Health, Learning Disability, Community, UEC and CYP Commissioning. Specific objectives in relation to these areas will be developed with the postholder).

Person Specification

Experience

Essential
  • Demonstrable evidence of continuing professional development/management development.
  • Senior management experience of commissioning a breadth of services within social care, health of another relevant sector. Experience of commissioning in Primary Care or Mental Health, Learning Disability, or Community or UEC or CYP services.
  • Demonstrable evidence of having successfully led and delivered complex service redesign/improvements.
  • A track record of policy and strategy formulation coupled with translation of these strategies to tangible action and success on the ground.
  • A record of successful and extensive resource management, budget formulation, monitoring and control of the performance of human, financial and physical resources in a complex organisation.
  • Experience of successfully managing commissioning budgets and negotiating service agreements.
  • Evidence of successful multi-partner and commercial commissioning negotiations, which have had a positive impact on communities and other stakeholders.
  • Demonstrable evidence of effective engagement with a range of partners and stakeholders, including media across all sectors and ongoing development of relationships that foster personal and organisational credibility.
  • Experience and knowledge of public, patient and service user involvement to influence service development.
  • Substantial experience of working across organisational boundaries and professional disciplines ideally within an integrated model.
  • Experience of developing innovative and cost-effective strategies, plans and programmes.
  • Substantial experience of motivating senior teams and monitoring progress towards identified goals.
  • Commitment to the achievement of value for money, service excellence and equality in employment and service delivery.
  • Commitment to community involvement and participation in the development and delivery of strategies and services.

Qualifications

Essential
  • Masters Degree or equivalent professional qualification / experience.
  • Relevant professional qualification.

Knowledge

Essential
  • Specialist knowledge of policy, redesign and contractual requirements across a broad range of areas including social care, hospital, community and primary care services.
  • In-depth knowledge and understanding of the major issues facing the public sector and the specific challenges facing adult, children and community services within local government and the NHS.
  • Ability to demonstrate passion for collaborative working while setting the tone for service delivery with an emphasis on responsibility, accountability, relationships with community representatives, professional growth for staff and growth for the people that the service supports.
  • Proven ability to interpret national and local policies and implement change appropriately.
  • Able to make politically sensitive decisions based on complex interplay of service user benefit, value for money, relationship management and competing priorities.
  • Ability to interpret complex written, statistical and numerical data and synthesise from different sources.
