PMO Manager

Location: Hybrid (North Wales)Contract Length: Long-term (6+ months)Day Rate: Competitive, Inside IR35Start: ASAP Your new role We are seeking an experienced and inspiring PMO Manager to lead the establishment and embedding of a strategic Project Management Office within a public sectororganisation undergoing significant transformation. This is a rare opportunity to shape a PMO from the ground up, influence senior leaders, and drive best-practice project delivery across the organisation. This role blends strategic leadership of the PMO with hands-on oversight of priority projects, ensuring a robust, proportionate, and sustainable approach to project and programme governance.Lead & Establish a New PMO

  • Design and implement a fit-for-purpose PMO aligned to organisational delivery approaches.
  • Introduce frameworks, assurance processes, methodologies and tools to support consistent, effective project delivery.
  • Embed PMO practices across the organisation through strong engagement and relationship building with Project Managers and senior stakeholders.

Drive Strategic Project Delivery

  • Manage organisation-wide priority projects, from initiation through to completion.
  • Ensure projects are delivered on time, on budget and to agreed quality standards.
  • Provide challenge, oversight and expert advice as a trusted adviser and "critical friend."

Provide Leadership & Influence

  • Engage and influence senior stakeholders, acting as the PMO's strategic voice.
  • Offer high-quality reporting, risk/issue management and assurance to enable strong decision-making.
  • Promote a culture of continuous improvement, creativity, and delivery excellence.

What you'll need to succeed

  • Extensive experience leading PMO functions and setting up PMOs in complex environments.
  • A strong background in project, programme or portfolio management, ideally within the public sector.
  • Expert working knowledge of a range of methodologies (e.g., Agile, Prince2, MSP, hybrid delivery).
  • Outstanding communication, facilitation and influencing skills.
  • Experience leading teams, coaching project professionals and embedding long-term change.
  • Analytical thinking, attention to detail and the confidence to challenge constructively.
