Clinical Safety Officer

Job summary

Digital Clinical Safety Officers will support the Clinical Director of Digital Safety (CDDS) in the "Safety" stream of the Department of Digital Medicine in short- and long-term planning for the safe implementation and deployment of digital systems and devices. This role will cut across all Trust digital projects and implementations and is an exciting opportunity for those with a good grounding in clinical informatics, or for those with the necessary experience who want to develop this area of their practice. Candidates should be working towards, or in possession of the specialist Clinical Risk Management training certificate provided by NHS Digital.

Applicants must be clinically trained, registered with the relevant professional body, and be a specialist in their current field with responsibility for clinical training and supervision as well as with experience in clinical audit and research.

Digital projects are increasingly common, and colleagues can invest significant time and energy in moving them forward. Digital Clinical Safety officers may be forced to decide, following consultation, to recommend to management that projects not proceed because of failure to meet the necessary standards to ensure patient safety.

Clinical safety duties are linked directly to professional registration and the same high clinical standards must be adhered to in this role.

Main duties of the job

Support the CDDS in creation of clinical safety management records associated with the maintenance of the standards DCB0129 and DCB0160.Contribute to baseline metrics of systems to both qualitatively and quantitatively measure compliance to DCB 0129 and DCB 0160.Maintain clinical expertise operating within practitioner boundaries of competence. Professional competency frameworks to be adhered to according to clinical background, ensuring professional registration is maintained.Ensure clinical, and non-clinical staff engagement and consultation in relation to safe deployment of clinical IT systems.Contribute to long term planning of digital projects and to wider Department of Digital Medicine planning.Contribute to the formulation of project budgets and to the overall budget of the department of digital medicine.Contribute to wider organisational objectives, pathway developments and long-term planning in relation to digital systems.Become a lead specialist in Digital Clinical safety through both practical experience, and attendance of conferences and Digital Clinical Safety training events.Organise and deliver training where necessary for clinical and non-clinical staff on new processes identified by digital clinical safety evaluationIntervene directly where safety issues are identified and raise these through appropriate channels, including with the CDDS.

Job responsibilities

1. To comply at all times with the Trusts Information Governance Policy. The policy sets out the accountability and reporting arrangements for Information Governance in the trust and how assurance is provided that the Trust continues to meet at least the minimum standards of information governance compliance required by the NHS Information Governance Toolkit.

3. Disclosure and Barring Service (DBS) (formerly CRB) checks are now a mandatory part of the NHS Six Recruitment Check Standards for all staff whom, in the course of their normal duties, may have regular access to patients and children and/or vulnerable adults. 12. You are responsible for ensuring that all equipment used by patients is clean/decontaminated as instructed by manufacturers and in line with the infection control/guidelines protocol and policy.

Person Specification

Qualifications

Essential
  • Professional qualification and registration in one of the clinical health professions and registration with the relevant governing body e.g., GOC, GMC, NMC etc.
Desirable
  • Qualifications in clinical informatics, for example NHS Digital Academy or affiliation with the Faculty of Clinical Informatics.

Experience

Essential
  • Currently working at Agenda for Change Band 7 or above
  • Substantial experience in the use of various hospital systems, devices and IT applications through clinical experience including OpenEyes, PAS, Forum, CITO, Heyex, Pathology, and devices including biometers, anterior and posterior segment OCT
Desirable
  • Professional leadership experience e.g., clinical, educational or governance lead
  • Experience in the handling of incidents and of reporting to incident panel
  • Experience with hospital activity data and data analysis

Analytical

Essential
  • Experience in gathering and in-depth analysis of data e.g., through audit or research
Desirable
  • Practical experience of Moorfields' clinical information systems

Communication

Essential
  • Strong communicator, able to convey complex ideas and to have difficult conversations with key stakeholders
Desirable
  • Experience of discussions at senior management level

Leadership Skills
