Job summary

The main purpose of the Head of Arc and PCN Operations is to support, manage and oversee all aspects of the development and function of the Primary Care Network and the additional contracts that Arc holds. The post holder will work with the Arc/PCN Board, Clinical Director, Operational Team and the Clinical Leads in the development of the activities of Arc and the PCN. The post holder will use their own initiative to develop projects and networks on behalf of Arc. They will be required to work in collaboration with partner organisations such as Derby and Derbyshire ICB, Secondary and Community providers, Local Authority, General Practices and Patient Groups to secure business and implement programs of work.

The Head of Arc and PCN Operations will act as the lynchpin between the Clinical Leads, the wider support team of Arc Primary care and the Primary Care Network.

Main duties of the job

In summary the post-holder will:

Contribute to the development of CHPL as a provider company including the maintenance of business processes to ensure the company has a strong governance framework and operating structure.

Ensure the company is viable and sustainable.

Contribute to the development of the business strategy for the provider company identifying priorities for business development and localised patient services.

Horizon-scan for future business opportunities and work with key stakeholders to develop business cases to ensure that new business, in line with strategy, is secured for the provider company.

To work with member Practices to develop new and innovative ways of working to enable the provider company to work effectively together and offer value for money across its services.

Ensure the existing services provided by the company are run in a way which provides commissioners with a saving on alternative services and provides patients with very high quality services.

Arc Primary Care is the umbrella organisation of the Primary Care Network (PCN) in Chesterfield and Dronfield. Arc Primary Care is an alliance of GP Practices.

Our members consist of 10 GP practices which cover a population of over 100,000 patients. At Arc we are committed to ensuring the sustainability of General Practice (and the time honoured valued of list-based general practice model) and realising the benefits of working together.

We deliver enhanced services within the PCN designed to support and enhance the services offered by our member GP Practices within Chesterfield. We do this by employing staff to work through the Additional Roles Reimbursement Scheme and finding innovative and sustainable solutions to the changing needs of the Practices; we bid for contracts to help tackle health inequalities and drive up standards of care within the Chesterfield and Dronfield locality.

Job responsibilities

KEY DUTIES AND RESPONSIBILITIES

To manage and coordinate all aspects of Arc and the PCN functionality, including HR, financial management, service development and contract monitoring.

To lead the human resource requirements of Arc and the PCN including workforce planning, recruitment, training and development planning and build a culture of continuous improvement and ensure appropriate skills are developed and maintained.

To develop and operationalise and new service implementation, delivering the requirements of the Direct Enhanced Services.

Work with the Directors of Arc to establish priorities for business development across the Provider Company, establish areas of expertise with opportunity for skills sharing and collaborative working.

To contribute to the development of the strategic vision of the PCN.

To support the PCN Director(s) and board to ensure the smooth running of the PCN.

To manage contractual requirements on behalf of Arc and the PCN.

To be responsible for the production of performance and quality reports within the PCN and other PCN initiatives.

To be responsible for the oversight of the PCNs financial systems/PCN employed staff/payments to all the practices within the Network.

To be the first point of contact for Practice Managers with regard to delivery of PCN projects/schemes.

Support recruitment, induction and training of new PCN staff.

Collate feedback / analyse data on behalf of the PCN to report to the PCN Board and CCG/NHSE as required.

Develop robust systems to provide market intelligence to keep abreast of wider strategic direction and priorities and to identify the potential impact of changes in the external environment, e.g.: business opportunities and threats due to national and local health policy changes.

Ensure identification and development of business opportunities and the profitable management of projects and contracts, from inception to completion.

Qualifications

Essential
  • Relevant Degree qualification, Level 6 or, above, or equivalent recognisable workplace experience at a senior level.
  • Management qualification or equivalent experience.
  • Project Management Qualification or equivalent experience

Experience

  • 2 years experience of working at a senior management level
  • Primary care experience
  • Demonstrable experience at a senior operational management level within the healthcare industry
  • Manging organisational/service change
  • Proven ability to operationally manage multiple service aspects at any one time
  • Understanding of NHS, current health agenda (high quality care, world class commissioning, choice, co-operation, and competition agendas), inc primary care strategies
  • Good understanding of CQC regulations and the ability to evidence compliance.
  • Excellent financial awareness and control
  • Able to demonstrate experience of being patient centric in approach to service development
  • Key stakeholder management
