Job summary

The post holder is a Deputy Director within the NHS Wales Joint Commissioning Committee Senior Finance Team hosted by Cwm Taf Morgannwg UHB (CTMUHB) with responsibility for providing the leadership and strategic direction for the Joint Committee and team. finance function.

The Financial Planning & Reporting Team includes 3 sub teams:

  • Financial Planning & Reporting
  • Contracting & Commissioning
  • Value and business intelligence (Information)

The post holder has line management responsibility for Finance team.

Main duties of the job

The post holder is responsible for:

  • Supporting the Director of Finance and Information in managing and allocating the resources of the All Wales Committee equitably and fairly to commission provide high quality care for our residents.
  • Providing high quality financial information and advice to enable the Joint Committee and team to meet its operational and strategic challenges.
  • Providing strategic financial leadership through the development and implementation of financial plans to ensure that the provision of All Wales commissioned services remains financially sustainable. Responsible for developing and supporting the overall annual and long term strategic financial planning process across the commissioned services for All Wales.
  • Leading the financial strategy and plans for the Contracting & Commissioning with other healthcare providers and commissioners.
  • Leading the financial development of Value Based Healthcare and the adoption and promotion of value-based healthcare principles within the wider Finance team.
  • Leading, managing and motivating the Financial Planning, Reporting and Financial Accounting team, to deliver an effective financial management service to the entire Joint Commissioning team and to meet internal and external deadlines.

Qualifications and Knowledge

Essential
  • Masters level qualification or experience in management, leadership or relevant discipline.
  • In-depth knowledge of performance, finance, staff management and information systems.
  • CCAB Professionally qualified accountant
  • Evidence of continuing professional development
  • Specialist in-depth knowledge and undertaking of: NHS Finance regime, NHS legislation and finance policies, NHS Current Developments & Strategies, Relevant WAG guidance.
  • Very senior level knowledge of healthcare operational management and/or commissioning principles best practice.
  • Extensive in-depth knowledge and understanding of a range of issues across the NHS and NHS patient agenda.

Experience

Essential
  • Experience of leading teams, supporting and developing staff members.
  • Considerable experience at senior management level within the NHS or comparable complex environment.
  • Experience of interpreting/developing/ implementing policy in an NHS or equivalent context
  • Experience of managing contentious situations and influencing diverse stakeholders to achieve consensus.
  • Experience of working across agencies with a wide range of stakeholders at a senior level.
  • Evidence of successfully influencing senior management and other professionals and working in a multi-disciplinary team.
  • Business case development and option appraisal of capital and revenue projects
  • Specific role experience
  • Experience of planning and implementing change management projects to develop or improve services.

  • Commercial experience.
