Job summary

We are delighted to offer an exciting opportunity for an ambitious, strong, resourcing and recruitment manager, who is progressing in their management career.

The service is looking for an experienced and senior human resources manager to join the People Services Team. Reporting to the Deputy Director People Services and Organisational Effectiveness you will be responsible for the Trust lead on Agenda for Change recruitment, with operational responsibility for the Recruitment, Temporary Staffing and Accommodation Teams. You will act as a point of contact for advice and expertise on all matters relating to resourcing and recruitment across the Trust.

Main duties of the job

They act as a source of resourcing and recruitment expertise; working collaboratively with HR Business Partners, divisional management and clinical leads to understand resourcing needs and develop workforce plans. Using their expert knowledge, they assist in the development and implementation of innovative and creative solutions to meet the resourcing challenges facing the Trust. They are responsible for supporting the development and delivery of the Trust Resourcing Strategy as it relates to AfC Staff, working closely with stakeholders across the organisation on the development of clear career pathways and effective talent management.

They act as an advocate for an open, fair and transparent approach to recruitment, resourcing and accommodation allocations ensuring that the Trust meets best practice standards at all times. They are responsible for supporting the development and implementation of key EDI initiatives relating to recruitment and for monitoring their effectiveness across the organisation.

They are responsible for driving improvements in the end-to-end recruitment and resourcing processes, continually refining internal processes based on applicant and stakeholder feedback, with the aim of delivering a 'best in class' service. They promote an evidence based and data-driven approach to resourcing, continually monitoring recruitment KPI's and customer feedback to ensure effective service delivery.

Job description

Job responsibilities

Provide leadership to the Recruitment, Temporary Staffing and Accommodation Teams, ensuring delivery of the resourcing service within agreed key performance indicators and service level agreements.

Responsible for the day to day management of the Recruitment, Temporary Staffing and Accommodation Teams, undertaking regular group and one to one meetings and ensuring the support and resolution of operational issues of the teams.

Maintain oversight of the performance of the Recruitment and Temporary Staffing Teams against internal targets and regional / national benchmarks, driving improvements to ensure best in class status.

Provide inspirational, compassionate leadership to the recruitment teams and the wider HR function, leading by example and role modelling people-centred behaviours.

Act as the budget holder for the recruitment service, authorising the purchase of supplies, signing off overtime payments / time sheets and managing the budget within the Trust Standing Financial instructions

Manage the resolution of resourcing and recruitment complaints, conflicts and issues from staff, other internal and external providers and partners in a timely manner, according to policy and ensuring that any changes to practice required are carried out and evaluated.

Act as the system lead for all e-recruitment and e-resourcing systems (i.e. TRAC, NHS Jobs, Trust ID, BankStaff and 247) liaising with suppliers to ensure consistent and reliable service delivery.

Ensure robust and effective on-boarding processes are in place, so that new starters feel engaged throughout the process and have access to core systems from day 1 of their employment.

Work with the procurement team to regularly review and manage Agency contracts ensuring compliance with Framework requirements, NHS England and NHS Employers governance requirements. Undertake regular review meetings with key contacts and assess performance and compliance against a robust set of KPIs.

Provide robust management information relating to temporary usage, fill rates showing bank versus agency, use of escalation resources, use of premium rates and incentives and submit to NHS England, Executive colleagues/committees as required in relation to usage, governance and exception reporting.

Undertake IR35 assessments in relation to potential interim workers/service providers.

Lead on internal and external recruitment campaigns for the Trust, arranging open days/job fairs/exhibitions/events, virtual tours, some of which may fall outside of normal working hours.

Lead contact for the Trust subcontractor for the management of the onsite Accommodation Service (Medirest) to ensure service delivery is compliant with the contract

Person Specification

Education and Training

Essential
  • Educated to Masters level or equivalent experience
  • Level 7 CIPD or equivalent experience
  • Evidence of ongoing continuous professional development

Knowledge and Skills

Essential
  • An understanding of the NHS Modernisation agenda and a demonstrable ability to manage change
  • Knowledge and understanding of employment law, Immigration processes and regulations, and Disclosure and Barring checks as they apply to the NHS recruitment process
  • Knowledge and understanding of the National NHS Recruitment agenda
  • Highly developed organisational skills with an ability to prioritise own and others workloads in response to changing demands
  • Excellent written and verbal communication, presentation and influencing skills
  • Advanced IT skills including Microsoft Outlook, Word and Excel Advanced user of e-Recruitment solutions, such as TRAC and NHS Jobs
  • Knowledge of fair, best practice and developing trends in relation to effective recruitment methods

Experience

Essential
  • Significant operational experience in the delivery of a high-volume recruitment service, covering a range of professional groups within a large, complex environment
  • Experience of effectively leading, developing, managing and motivating a team
  • Working in a Service Level Agreement driven environment to achieve Key Performance Indicators and Quality Standards
  • Designing, implementing, monitoring and reporting service KPIs to effectively manage performance
  • Experience of developing, streamlining and implementing systems, processes and procedures to underpin an efficient, effective and timely end to end recruitment service
  • Experience of developing and leading programmes of education and/or training.
  • Experience of developing training materials in respect of recruitment associated topics.
  • Experience of leading improvement programmes across services and with multi-disciplinary teams
  • Experience of working collaboratively with ICS partners on regional recruitment initiatives
  • Evidence of being able to think and plan tactically and creatively and priorities work in a demanding environment
  • Experience of dealing with challenging staff situations
  • Able to develop and maintain effective working relationships with professional groups and senior managers within the organisation and other agencies.
