Job summary

The Finance and Planning Directorate in NHS England is looking for talented, diverse, highly motivated people. The Financial Strategy team is now recruiting a Deputy Director of Financial Strategy.

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

work closely with government to agree NHS funding;

ensure the NHS lives within its annual budget set by Parliament;

decide how to distribute the funding to the different NHS services and parts of England;

support innovative programmes that improve the care and experience of NHS patients or people using NHS services;

set out the financial and performance priorities the NHS should be delivering each year;

report how much the NHS has spent on providing services each year;

explore how the NHS can make the best use of its money;

look at how spend on building or equipment can improve the care and experience of people using NHS services.

consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

Lead the development of the future NHS revenue financial strategy, in preparation for a Spending Review after the general election, and negotiation of the NHS budget with DHSC and HMT

Translate the financial strategy into the allocation of the budget to different parts of the NHS, underpinned by financial modelling and analysis, and the financial framework for systems, bringing together work by colleagues on allocations, payments, contracting, service development

Provide policy and financial support on key cost drivers such as medicines and workforce/pay

Deploy excellent influencing skills and stakeholder management in order to work effectively and confidently with Government, teams across NHS England and in systems and providers

Manage a team of experienced and capable colleagues to plan, prioritise and deliver against these objectives.

Job responsibilities

As the Deputy Director of Financial Strategy, you will be responsible for agreeing the overall NHS budget with DHSC and HM Treasury. This involves leading big set pieces such as Spending Reviews, and the annual process through which the DHSC sets the NHS budget. It also involves leading on-going discussions with DHSC and HM Treasury on how to manage the cost of new spending proposals and cost pressures. The post holder will lead on the development for the future financial strategy of the NHS, including allocation of resources within the NHS, and the maintenance of the revenue financial framework within which Integrated Care Systems (ICS), Integrated Commissioning Boards (ICBs), and providers operate

Qualifications

Essential
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge

Essential
  • In depth additional expert knowledge acquired over a significant period of time in the following areas: NHS or wider public/health sector financial management
  • Using financial models to support decision making
  • Using financial modelling and strategic analysis to agree resource allocations, especially in the context of a Spending Review or similar
  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
  • Detailed grasp of the full range of current NHS issues and the underlying factors shaping local and national realities of health services
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments

  • Demonstrable leadership, vision, strategic thinking and planning with strong political skills
  • Ability to deal with challenging situations in a formal setting
  • Strong communications skills in a politically sensitive environment
