Urgent & Emergency Care Improvement Clinical Lead (UEC)

Job summary

Clinical and Care Professional Leads support south east London-wide and borough programmes of work, therefore, there is an expectation that you currently work within south east London, and for borough based roles, within that borough.

The UEC Transformation Programme covers a number of key work areas with the aim of ensuring an equitable offer across SEL with patients requiring urgent or emergency care receiving it safely, in the most appropriate environment and without unnecessary delay. For patients who require a hospital admission we work to ensure they do not remain in a hospital bed for longer than necessary, but rather receive a safe and timely transfer of care or discharge home.

The Urgent & Emergency Care Improvement Clinical Lead for SEL is expected to work with multiple services, stakeholders and providers across the SEL footprint as well as represent the ICS at London-wide discussions. The post holder will work collaboratively with the ICB Urgent & Emergency Care team, as well as other clinical leads supporting the urgent and emergency care programmes of work. As part of a small team the post holder will be required to lead on the delivery of specified areas of work as well as supporting with clinical input and advice across the programme.

This post is 0.3 WTE but job-share and flexible working will be considered.

Main duties of the job

Strategic overview of the urgent & emergency care improvement programmes of work across the ICS, particularly around the UEC front door, including:

o Urgent Treatment Centres (UTC) to ensure an equitable offer across SEL working with both co-located and non co-located UTC providerso ED including triage, alternative pathways, performance improvement and ambulance handovers to ensure the most effective use of ED services.o Clinical leadership of specific projects across the South East London urgent and emergency care system including local delivery of national initiatives being implemented by the ICB.o Leadership of the UEC Clinical & Professional Leadership Forum and management of the Forum's workplano Provision of specialist knowledge and experience of improvement implementation to the UEC improvement programme, particularly around the UEC front dooro Engagement in clinical and strategic UEC forums providing constructive challenge to maximise improvement outcomes in the UEC pathway both locally at Sector level

The UEC Improvement Clinical Lead for SEL is expected to work with multiple services, stakeholders and providers across the SEL footprint as well as represent the ICS at London-wide discussions. The post holder will work collaboratively with the Directorate of Urgent & Emergency Care ICB team, as well as other clinical leads supporting the urgent and emergency care programmes of work.

Qualifications

Essential
  • Qualified care and/or clinical professional i.e. NMC, HCPC, social work register, GMC etc. Educated to Masters level or equivalent level of experience of working at a senior level in specialist area
Desirable
  • Certificate / qualification in programme management, service improvement or transformation

Knowledge/Skills

Essential
  • High level of clinical knowledge in the delivery of urgent and emergency care with a wider understanding of the policies and national direction that will impact on local delivery and priorities
  • An in-depth understanding of health and care provision and awareness of current ICS/system policies and priorities.
  • Champions the principles of equality, diversity and inclusion both within and outside of the organisation. Provide effective, inclusive and compassionate leadership ensuring all voices are heard and creating and nurturing a culture where staff feel safe to speak up.
Desirable
  • Good knowledge or cross professional transformation, digital solutions and innovative redesign.

Experience

Essential
  • Experience of transformational/innovative service delivery, productivity and/or transformation policy implementation
Desirable
  • Cross organisational and/or professional boundary collaboration experience
  • Previous experience of being part of peer networks and collaborative working
