Interim Programme Controls Manager - Information Management & PMO Role Purpose
Provide integrated programme controls leadership across information management, document control, PMO governance, reporting, risk and assurance, ensuring programme information, processes and controls are effectively governed, consistent, auditable and compliant with organisational and public-sector requirements.
The role will provide hands-on operational leadership in an interim environment, establishing and maintaining effective PMO and information-management processes while working closely with the BIM Manager, Design and Construction teams and wider Programme Controls function.
Key Responsibilities
- Lead the day-to-day operation of the Programme Controls/PMO function, ensuring effective governance, reporting, quality assurance and control.
- Govern programme documentation, information flows and controlled information through the Common Data Environment (CDE).
- Manage document control, metadata, naming conventions, version control, workflows and information release processes.
- Maintain high standards of information quality, compliance, traceability and auditability across the programme.
- Lead programme reporting and management information, ensuring accurate, timely and decision-useful information is provided to programme leadership and governance boards.
- Oversee programme RAID, risk and issue-management processes, ensuring risks, assumptions, issues and dependencies are appropriately recorded, assessed, owned and escalated.
- Establish, embed and continuously improve consistent PMO, information-management and programme-controls standards, processes and procedures.
- Support programme governance, assurance reviews, boards and senior decision making through robust reporting, information and control processes.
- Provide digital assurance and information-governance support across the programme, including alignment with BIM and digital delivery requirements.
- Work closely with the BIM Manager, Design, Construction and wider Programme Controls teams to ensure information requirements and controls are understood and effectively implemented.
- Manage and coordinate PMO/information-management resources as required, providing operational leadership and ensuring priorities are effectively delivered.
- Identify weaknesses, inefficiencies and areas of non-compliance and implement practical improvements to strengthen programme controls and PMO maturity.
- Maintain clear audit trails and evidence to support internal governance, assurance and public-sector compliance requirements.
- Provide the Associate Director and senior programme leadership with operational insight, highlighting emerging risks, control weaknesses and opportunities for improvement.
Experience & Skills
- Strong experience in PMO, programme controls, information management and/or document control within complex programmes.
- Proven experience establishing and managing effective PMO governance, reporting, RAID, risk and assurance processes.
- Strong practical experience managing programme information, document control, metadata, version control and information workflows within a CDE.
- Experience working within a public-sector, regulated or highly governed environment, with an understanding of audit, assurance and compliance requirements.
- Experience working with BIM, digital, design and construction teams, with an understanding of information requirements and digital delivery processes.
- Strong stakeholder-management and communication skills, with the ability to work effectively across programme leadership, technical teams and delivery partners.
- Strong analytical skills and the ability to turn complex programme information into clear, accurate and actionable management information.
- Demonstrable ability to quickly establish effective processes, controls and reporting arrangements in an interim/contract environment.
- Proactive and improvement-focused, with the ability to identify control gaps and implement pragmatic solutions.
- Highly organised, detail-oriented and confident operating in a complex, fast-paced programme environment.
- Ability to balance strategic programme-controls requirements with hands-on operational delivery, providing the leadership and structure required to maintain effective PMO and information governance.
