Our client is looking for an experienced Housing Systems Project Manager to join our Housing Needs and Homelessness Service on a contract basis.
This is a key project delivery role focused on housing systems implementation, digital transformation and service improvement. You will be responsible for the digital implementation of the Temporary Accommodation Management System (TAMS) replacement programme, and will support the implementation of the NEC Housing System.
Working closely with operational and technical colleagues, you will ensure that new systems are successfully implemented, adopted and embedded, while delivering improvements to processes, efficiency and service outcomes.
As Housing Systems Project Manager, you will take a hands-on approach to managing complex systems and transformation activity from planning and requirements through to implementation and benefits realisation.
Your responsibilities will include:
You will have a proven track record of delivering complex systems implementation or technology-enabled change projects, ideally within housing, homelessness, local government or another public-sector environment.
You will have:
Knowledge of Housing Needs and Homelessness services, statutory homelessness duties and the wider housing environment would also be advantageous.
A recognised project management qualification such as PRINCE2, APM or equivalent would be desirable.

- Develop and manage detailed project plans, milestones, actions, risks, issues and dependencies.
- Work closely with operational teams to understand business requirements and ensure systems meet service needs.
- Work with technical teams, digital specialists and suppliers to coordinate implementation activity and resolve issues.
- Map existing housing and homelessness processes and identify opportunities for improvement, simplification and automation.
- Support the design and implementation of improved processes and ways of working alongside new technology.
- Coordinate system testing, implementation readiness and user acceptance activity.
- Engage with operational users and stakeholders to support successful system adoption and embed sustainable change.
- Identify and manage project risks, issues and dependencies, taking corrective action where required.
- Monitor project progress, costs, benefits and outcomes and provide clear reporting to senior managers and governance forums.
- Produce project documentation, reports, business cases, action plans and recommendations.
- Work collaboratively across Housing, IT/Digital, Finance, Transformation and other corporate services.
- Ensure systems and processes support effective governance, statutory compliance, performance management and positive outcomes for residents.
- Evaluate implemented changes and identify opportunities for further service improvement.
You will have a proven track record of delivering complex systems implementation or technology-enabled change projects, ideally within housing, homelessness, local government or another public-sector environment.
You will have:
- Strong project management experience, with a proven ability to deliver projects to agreed timescales and outcomes.
- Experience of housing systems implementation, replacement or transformation projects.
- Experience of working with operational users to gather requirements and translate business needs into effective system solutions.
- Strong experience of business process mapping and process redesign.
- Experience of supporting system testing, implementation, user acceptance and system adoption.
- Experience of working with technical teams, IT/Digital colleagues and external suppliers.
- Strong stakeholder management and communication skills, with the ability to influence colleagues at all levels.
- Experience of managing project risks, issues, dependencies and competing priorities.
- Strong analytical and problem-solving skills.
- Experience of producing project reports, business cases and recommendations for senior stakeholders.
- A practical, proactive and delivery-focused approach.
- A strong understanding of the importance of effective systems, processes and data in delivering quality housing services.
