Quantum Security & Sovereign Lead

The Quantum Security & Sovereign Lead is responsible for shaping and executing enterprise strategies at the intersection of postquantum security, cryptographic resilience, and sovereign cloud architectures. The role ensures that organizations remain secure, compliant, and operationally sovereign as quantum computing disrupts traditional encryption and global dataresidency models. (IBM/RedHat) 

This role bridges emerging quantum riskregulatory sovereignty requirements, and enterprise security architecture, translating futurestate threats into actionable transformation programs today. 

Key Responsibilities 

Quantum & PostQuantum Security Strategy 

  • Lead enterprisewide assessments of quantumrelated cryptographic risk, including “harvest now, decrypt later” exposure. 

  • Define postquantum cryptography (PQC) and cryptoagility roadmaps aligned to NIST and emerging regulatory standards. 

  • Advise executive leadership on quantum risk timelines, migration complexity, and longterm data protection strategies. 

Sovereign Cloud & Data Residency 

  • Design and govern sovereignbydesign security architectures, ensuring data residency, jurisdictional control, and regulatory compliance. 

  • Advise on sovereign cloud models (domestic control planes, restricted access, hybrid sovereign architectures). 

  • Ensure cryptographic, identity, and access controls align with national and regional sovereignty requirements. 

Executive & Regulatory Engagement 

  • Act as a trusted advisor to Csuite, government stakeholders, regulators, and risk committees. 

  • Translate highly technical quantum and cryptographic concepts into business, policy, and compliance language. 

  • Support regulatory readiness related to sovereignty, encryption, and longlifecycle data protection. 

Architecture & Transformation Leadership 

  • Guide security, cloud, and enterprise architecture teams in embedding quantumsafe and sovereign controls into platforms, networks, and applications. 

  • Align security transformation with AI, cloud, and criticalinfrastructure modernization initiatives. 

  • Influence vendor and ecosystem strategies to ensure sovereign compatibility and cryptoagility.
