Data Tracking Officer - Shape the Future of SEND Services

We're looking for a Data Tracking Officer to join our Special Educational Needs (SEN) Service - a pivotal role that blends data insight, strategic planning, and service improvement. Your work will directly inform how we support children, families, and schools - making your impact both measurable and meaningful.

As a middle manager within the Council, you will:

  • Lead on performance insight by managing, analysing, and presenting high-quality data

  • Support service improvement by identifying trends, risks and opportunities

  • Drive digital innovation by enhancing and developing our case management system

  • Enable accountability by creating and maintaining a live SEND Local Area Dashboard using tools such as PowerBI

  • Collaborate with key partners across education, health, and social care to align strategic planning

  • Present with purpose at local and national boards including the Pre-SEND Board, SEND Partnership Board, and DfE programmes

Key Responsibilities
  • Analyse and report on key performance indicators across the SEN service

  • Benchmark local data against regional and national statistics

  • Oversee statutory data returns including SEN2 and DfE submissions

  • Work with SEN finance to identify cost savings and inform funding models

  • Maintain and evolve the Case Management System (Synergy)

  • Develop dashboards to support scrutiny and strategic decision-making

  • Train staff on effective data usage and system best practices

  • Lead data quality assurance, error resolution, and GDPR compliance

  • Respond to FOI and Subject Access Requests with professionalism and political awareness

What We're Looking For

You'll bring:

  • Proven experience in data analysis, reporting systems and dashboards (preferably PowerBI)

  • Confidence handling complex datasets with political sensitivity and accuracy

  • Strong presentation and communication skills, including the ability to tailor data insights to different audiences

  • Solid understanding of SEND legislation, local authority processes, and statutory returns (especially SEN2)

  • Collaborative mindset and ability to influence across services and partners

  • High-level IT literacy including Excel, databases, and data cleansing tools

  • GCSEs in English & Maths (A*-C); further data-related qualifications are desirable.
