We’re partnering with a high-profile public sector organisation to appoint an experienced Business Case Specialist, supporting the development and approval of complex investment proposals across national security, immigration and digital infrastructure programmes.
This is an excellent opportunity for a commercially and financially astute professional to play a key role in securing strategic approval and funding for nationally significant programmes.
We’re particularly interested in candidates with proven experience developing business cases in accordance with HM Treasury Green Book guidance and the Five Case Model.
The Opportunity
As Business Case Specialist, you’ll lead the development of robust Strategic Outline Cases, Outline Business Cases and Full Business Cases across a portfolio of complex programmes.
Working closely with financial, commercial, technical and project delivery stakeholders, you’ll critically assess project inputs, strengthen investment proposals and ensure each submission demonstrates strategic alignment, affordability and value for money.
You’ll also guide business cases through formal departmental and cross-government assurance processes, presenting complex recommendations to senior decision-makers and maintaining the accuracy of each case throughout the project lifecycle.
Key Responsibilities
You’ll play a key role in securing strategic approval and investment by:
- Developing high-quality Strategic Outline Cases, Outline Business Cases and Full Business Cases.
- Ensuring submissions align with HM Treasury Green Book guidance and the Five Case Model.
- Critically challenging project inputs to strengthen strategic alignment, affordability and value for money.
- Leading business case submissions through formal assurance and approval gateways.
- Building effective relationships with financial, commercial, technical and project delivery stakeholders.
- Presenting complex investment proposals and recommendations to senior decision-makers.
- Quantifying socio-economic benefits, financial savings and non-monetary impacts.
- Conducting investment appraisals, including cost-benefit analysis, optimism bias and risk adjustments.
- Identifying and mitigating delivery risks that could affect financial models or anticipated benefits.
- Maintaining business case accuracy across the full programme lifecycle.
About You
You’ll be an experienced Business Case Specialist with strong knowledge of public sector investment appraisal and the ability to translate complex financial and programme information into clear, compelling recommendations.
You’ll also have:
- Proven experience developing business cases across the Strategic, Economic, Commercial, Financial and Management dimensions of the Five Case Model.
- Strong working knowledge of HM Treasury Green Book guidance.
- Experience producing Strategic Outline Cases, Outline Business Cases and Full Business Cases.
- A strong understanding of cost-benefit analysis, optimism bias, risk adjustments and benefits realisation.
- The financial literacy required to interpret complex programme budgets and commercial delivery models.
- Experience managing business cases through formal assurance and approval processes.
- Strong stakeholder management skills, with the confidence to challenge, communicate and influence at senior level.
- The ability to evaluate conflicting evidence and develop clear, evidence-based recommendations.
- Excellent written communication skills and the ability to turn complex information into a persuasive narrative.
- Active SC clearance.
Better Business Cases Practitioner certification, APM qualification or PRINCE2 certification would be highly desirable.
