This is a hands-on consulting role supporting the design and implementation of a Digital Operating Model within a complex Public Sector environment. You’ll turn digital strategy into practical structures, processes, governance and ways of working that make a real difference.

Role Overview

  • Location: London
  • Working Pattern: Hybrid – 2 days per week onsite
  • Package: £450pd Inside IR35
  • Duration: 2-months initial with extension
  • Industry: Public Sector / Digital Transformation
  • Clearance: Must be eligible for BPSS or have previously held BPSS clearance

What You’ll Be Doing

  • Design and shape Digital Operating Models across complex Public Sector organisations.
  • Review existing structures, capabilities and processes, identifying where improvements can be made.
  • Define how business teams interact with Digital, Technology and Delivery functions.
  • Create a clear, consolidated view of digital demand across multiple business areas.
  • Design demand management processes covering intake, assessment, prioritisation, approval and delivery.
  • Build practical prioritisation frameworks, scoring approaches and governance mechanisms.
  • Develop digital sourcing strategies across internal teams, suppliers, managed services and strategic partners.
  • Map current and future digital capabilities against wider organisational strategy.
  • Define roles, responsibilities, accountabilities and decision rights across business and technology teams.
  • Design governance structures, forums, escalation routes and ways of working.
  • Translate requirements and strategic objectives into clear operating model artefacts and implementation plans.
  • Facilitate workshops and engage confidently with senior stakeholders across business, Digital, Technology and Procurement.
  • Support the move from current-state to target operating models, helping turn design into practical implementation.
  • Produce clear process maps, visualisations, recommendations and documentation for senior leadership and governance boards.

Main Skills Needed

  • Strong, hands-on experience designing and implementing Digital Operating Models and Target Operating Models.
  • Proven Public Sector consulting experience, ideally within complex or federated organisations.
  • Experience designing business-to-digital interaction models and practical operating structures.
  • Strong understanding of digital demand management, portfolio management and prioritisation frameworks.
  • Experience developing single views of demand, intake and triage processes, capacity planning and investment prioritisation.
  • Digital and technology transformation experience, including modern delivery, product, platform or service-based environments.
  • Experience developing Digital sourcing strategies, including in-house, outsourced, managed service and supplier models.
  • Strong capability in organisational design, governance, RACI, decision rights and accountability frameworks.
  • Excellent stakeholder management skills, with confidence working with senior leadership and C-suite audiences.
  • Strong analytical, process design and problem-solving capability.
  • Able to move comfortably between strategic thinking and detailed operating model design.
  • Experience with tools such as Visio, Lucidchart, Miro, Excel and PowerPoint, plus BPMN or equivalent process-mapping approaches.
  • Eligible for BPSS clearance or previously held BPSS clearance.
