Senior Project / Programme Delivery Manager - 6 Months - Outside IR35 - £550-£600p/d

I'm supporting a large public-sector organisation in Jersey with the appointment of an experienced Senior Project / Programme Delivery Manager to join a significant digital transformation portfolio.

This is broader than a conventional single-project PM role. You will take ownership of delivery across a defined business area, bringing together multiple technology initiatives, internal teams, suppliers and dependencies to ensure priorities remain achievable and outcomes are delivered.

Key Areas of Responsibility:

  • Owning and maintaining an integrated delivery roadmap and plan
  • Coordinating multiple projects and technology workstreams
  • Managing milestones, dependencies, risks, issues and key decisions
  • Balancing priorities against available resources and delivery capacity
  • Providing clear governance across scope, budget, resource, quality and progress
  • Coordinating business teams, technology functions and third-party suppliers
  • Identifying and removing delivery blockers
  • Providing clear escalation and reporting to senior stakeholders
  • Keeping delivery aligned with business and service outcomes
  • Supporting implementation, operational readiness and transition into BAU

Key Skills & Experience Required:

  • Delivery of complex digital or technology transformation
  • Responsibility across multiple concurrent projects or workstreams
  • Strong programme planning, governance and dependency management
  • RAID, budget, resource and delivery control
  • Senior stakeholder management
  • Management of external suppliers and delivery partners
  • Experience operating across both business and technology teams
  • Delivery through implementation, go-live and operational transition
  • Agile, hybrid and/or traditional delivery environments

Experience within government, public sector or another complex regulated environment would be particularly valuable.

Exposure to Microsoft Dynamics 365 CE/CRM, wider CRM transformation or systems integration would also be advantageous, although this is primarily a senior delivery leadership position rather than a Dynamics specialist role.

Relevant qualifications such as MSP, PRINCE2, PMP, Scrum or equivalent would be beneficial.

Jersey Working:

The programme places significant value on people working alongside the internal project team.

Candidates already based in Jersey are therefore of particular interest, although applications from off-island candidates will also be considered where regular travel and on-site working in Jersey is genuinely achievable.
