Job summary

To support the PA Director, working alongside the Regional Clinical Director and Manager and in partnership with the NHSE SE Primary Care Schools providing effective clinical leadership, and contributing to the strategic development of the PA School.

Whilst there are primary care employers [GPs and Primary Care Networks] in the SE geography who proactively engage with the Physician Associate workforce and agenda, this is not replicated across the whole region, and there remains a core need for an infrastructure which can facilitate and deliver workforce transformation. The SESPA GP Advisor [Primary Care] will therefore need first-hand experience and knowledge of Physician Associates in Primary Care, their skills and competencies, and how they contribute to the MDT.

The successful applicant will be expected to have a medical background and experience of leadership in a community or primary care setting and remain registered with the GMC with a license to practice as a GP in Kent, Surrey or Sussex. They should be able to work remotely and from the office at East Surrey Hospital and able to travel across the region if required.

The successful applicant will be on Secondment to Surrey and Sussex Healthcare NHS Trust on a 12 month fixed term contract to cover Maternity Leave.

Main duties of the job

The South East School of Physician Associates was established and funded by HEE SE to enable and support delivery of excellent healthcare by Physician Associates across the South East, through the education, training, development, employment, deployment, and retention of the profession. The SE PA School covers the breadth of the region, operating out of two hub sites [SASH NHS Trust, and RBH NHS Trust]; core faculty for the SE PA School is identical in each hub site and postholders are regarded as members of a SE-wide team but with some specific geographical responsibilities. Postholders are expected therefore to work closely with their counterpart and the team in the other hub site. Regional clinical advisors are responsible for the overall success, vision and leadership of the SE PA School. The vision, developed in conjunction with the Regional Clinical Directors and NHSE Senior Responsible Officer, should guide the rest of the team in what they should do and how they should do it.

Strategic Objectives

Working to the direction of the PA Director and in partnership with the NHSE Primary Care School, Regional Clinical Director and PA Ambassadors, the Strategic Clinical Advisor will predominantly face outward, drawing on available data and intelligence to identify priority areas for engagement and focus, both at Integrated Care System and individual employer level [Primary Care Network and GP] particularly in areas of known workforce challenge or where employer engagement is poor and PA uptake/retention is poor, with a focus on improving patient care through workforce transformation and a collaborative MDT. They will work in partnership with the NHSE SE Workforce Transformation Leads ensuring that primary care-related information and intelligence is used to inform not only programme development within the school, but also HEI and HEI cohort growth.

They will also have a key role to support the PA Leads in the ICBs to ensure that expertise around PAs in Primary Care becomes integrated. Given their level of visibility, this may not be limited to the SE region, and Regional Clinical Advisors should have flexibility to respond to requests for help from other regions.

The post is based at East Surrey Hospital with a requirement to travel and work with stakeholders [employers, education providers, and PAs] based in the following Integrated Care Systems: Surrey Heartlands; Sussex Health and Care; Kent and Medway.

Main duties and key responsibilities

Leadership and Management

  • To provide effective clinical leadership, contributing to the strategic development of the South East PA School.
  • To develop ICS-level primary care knowledge and intelligence relating to workforce challenges and pressures and provide guidance to system leadership on potential deployment and development of Physician Associates, working in partnership with the NHSE SE Workforce Transformation ICS leads.
  • Evaluates stakeholder needs from a range of qualitative and quantitative data sources (NWRS data, ICS strategic delivery plans, stakeholders input, commissioned research) to inform further development of PA School work streams relating to Primary Care, working in partnership with the NHSE SE Business Intelligence Teams.
  • To contribute to the vision of the local NHS and to enhance patient care by providing leadership and direction with respect to the quality of education, training and development, employment and deployment
  • To be an advocate and a positive role model on behalf of NHSE SE and the SE School, by promoting leadership that inspires, motivates and empowers all staff, and demonstrating the values of the NHS
  • To work locally with key groups and stakeholders, to attend and host events across the regions, to develop key liaisons and to ensure effective local engagement and responsiveness
  • Responsibility for representing the SE School in respect to workforce transformation to a broad range of external stakeholders
  • Supporting the PA Director to build and preserve trusted stakeholder relationships and networks of influence among external, board-level stakeholders in challenging circumstances to support the promotion of the schools strategic objectives
  • Development of long-term, strategic delivery plans for primary care programmes of work.
  • To review how multi-professional healthcare teams interact and identify opportunities for PAs to work more effectively together through education and training.
  • Work with the Manager and Administrator to ensure development of underpinning processes to support delivery of the agreed plan
  • Ensure delivery of any PA-related requirements of the NHSE mandate through SE initiatives and programmes.
  • Provide advice to HEIs on primary care aspects of the PA curriculum and to students on careers in primary care
  • Support and train GP supervisors of PAs and contribute to the discussions and planning around best practice for GP PA supervision
  • Develop and advise on training and CPD events for PAs working in primary care
  • Support the KSS PA network, identifying champions and other centres of excellence
  • Promote the PA role to colleague and stakeholder across the network
