PMO Lead – Public Sector Partnerships

Location: Hybrid – 1 day a week in London

Type: Permanent, Full-time

Role Summary

We are seeking a highly organised, analytical, and commercially astute PMO Lead to support the effective management and growth of Amber Labs’ largest public sector partnership.

Reporting to the Strategic Account Lead, and working closely with Delivery and Operations leadership, this role will act as the backbone of structured account execution. You will drive governance, reporting, and data integrity across a complex portfolio of client and partner engagements, ensuring consistency, transparency, and high performance.

This is a senior, hands-on role requiring strong leadership, the ability to operate autonomously, and the confidence to engage at senior and executive levels from day one.

Key Responsibilities

1. Governance & Account Management

  • Establish and maintain a robust governance framework, including meeting cadence, reporting packs, and action tracking (weekly, monthly, executive).
  • Standardise project and programme management approaches across the account, ensuring consistent planning, tracking, and execution.
  • Provide structured oversight across multiple workstreams, ensuring alignment between delivery, operations, and commercial objectives.
  • Ensure compliance with internal standards and governance expectations.

2. Data, Reporting & Performance Insight

  • Own and develop dashboards, reporting packs, and templates to provide clear visibility of:
  • Pipeline health and conversion rates
  • Resource demand and utilisation
  • Programme and portfolio performance
  • Produce insight-led reporting, highlighting risks, blockers, and opportunities across customer groups.
  • Ensure data accuracy and integrity across systems (e.g. HubSpot, Monday.com, Xero), reconciling commercial and delivery data regularly.
  • Track demand through structured processes, ensuring clear ownership, accountability, and progression.

3. Commercial & Financial Management

  • Own the Statement of Work (SoW) process end to end - including orchestrating and monitoring Statements of Work (SoW), including progress, delays, extensions, and associated risks.
  • Track budgets, costs, and financial performance across programmes.
  • Identify and escalate commercial risks (e.g. delayed starts, resourcing gaps) and quantify impact on revenue and margin.
  • Support the Strategic Account Lead in balancing operational delivery with commercial objectives.Ownership of the contract change process including liaising with the client for contract change approval

4. Stakeholder Coordination & Continuous Improvement

  • Coordinate input across internal teams (Delivery, Operations, Talent, Finance) and client stakeholders to ensure consistent and reliable information flow.
  • Build strong, credible relationships with stakeholders across business and technical domains (e.g. IT, Operations, Risk).
  • Identify process inefficiencies and bottlenecks, recommending data-driven improvements to accelerate demand conversion and delivery.
  • Develop and embed reusable governance models, templates, and best practices across strategic accounts.

5. Project & Programme Support

  • Provide hands-on PMO support across programmes, including:
  • Risk and issue management
  • Change control
  • Status tracking and reporting
  • Delivery assurance
  • Support complex transformation programmes and roadmaps, ensuring progress is effectively tracked and communicated.
  • Utilise tools such as MS Project, Clarity, Open Workbench (or equivalents) to manage planning and reporting.

Ideal Candidate Profile

  • 10–15+ years’ experience in PMO, programme governance, or delivery operations within consulting, digital, or public sector environments.
  • Proven experience establishing governance frameworks and bringing structure to complex programmes or accounts.
  • Strong stakeholder management skills, with the ability to engage confidently at senior and executive levels.
  • Highly organised, detail-oriented, and deadline-driven, with a track record of delivering in fast-paced environments.
  • Strong commercial awareness, with experience operating in contract-driven delivery environments – specifically contractual obligations
  • Advanced capability in Excel/Google Sheets and reporting tools (e.g. Power BI, Monday.com).
  • Comfortable working in ambiguity, proactively creating structure, and driving outcomes independently.
  • Experience in secure or government environments (e.g. MoJ, Home Office) is highly desirable.
