Job summary

This post is secondment for 2 years due to meet the needs of the service.

This role supports the delivery of high-quality, complex Cloud First data engineering functions within the Health Board. The postholder will work closely with stakeholders to translate business requirements into technical solutions, developing innovative BI products, data assets, and automated reporting solutions.

The role involves designing and delivering clear, insightful, and visually effective outputs that support organisational decision-making and improve understanding of operational performance and patient outcomes. Working across both on-premises and cloud environments, the postholder will utilise a range of tools and technologies including T-SQL, Python, Airflow and Google Cloud Platform.

The postholder will also contribute to data engineering activities, support the development of junior staff, and ensure that all outputs meet agreed standards, governance requirements, and best practices.

Main duties of the job

  • Interpret and translate routine and complex information requirements into effective Business Intelligence solutions, advising stakeholders on appropriate approaches.
  • Design, develop and maintain high-quality BI products, dashboards, and automated reports using a range of tools and technologies.
  • Develop production-ready data assets and contribute to data engineering pipelines across on-premise and cloud platforms.
  • Analyse, extract and interpret complex datasets to provide meaningful insights, supporting organisational performance and decision-making.

Job responsibilities

Interpret routine and ad hoc information requirements from across the Health Board, providing advice as to how these requirements can be translated into business intelligence requirements.

To plan own workload around the requirements of the workplan, undertaking complex tasks and activities whilst dealing with interruptions often on a constant basis.

Undertake line management and coaching Junior Analytics Engineers in technical and non-technical skills

Undertake peer review of code and design of scripts and data models advising on best practice

Participate in user focused design of BI Products ensuring all products are in scope of work packages and best practice.

Develop complex BI Products in a range of tools following agreed architecture.

Develop basic data engineering pipelines in line with agreed practices.

Communicate complex analytical matters to non-analytical professionals and advise on methodologies within a scope of practice.

Become a domain subject matter expert for areas supported by the post holders work programme.

Improve data linkage between systems which are warehoused to increase Health Board knowledge and understanding of the impact of activities and operations on patient outcomes.

Clearly communicate the results of business intelligence developments and engage with key users, emphasising any limitations and/or data quality issues which may potentially impact the robustness of reporting and influence decision making.

Develop and deliver educational, training and presentations (both formal and informal) with stakeholders to improve interpretation and appropriate use of data, reports and business intelligence tools, conveying complex technical/statistical/epidemiological concepts in a meaningful way.

Maintain Continuous Professional Development in the Analytics Engineer environment and work towards Association of Professional Healthcare Analysts membership.

To participate in the planning of the overall work programme for the BI department, with a particular focus on identifying dependency within an agreed work plan which requires support from the wider Information Services department.

Undertake development of business intelligence systems with a focus on business requirements and information problems in a specific area to design and develop innovative analytics and Business Intelligence (BI) solutions to a high level of satisfaction.

Undertake development of automated reporting using key scripting languages such as Python.

Undertake investigation and troubleshooting of issues and problems ensuring learning and improvement is developed during post issue review.

To be involved in the development of and use standards and policies for the development of Business Intelligence Tools.

Peer review existing systems and highlighting and investigating data anomalies / data quality issues relating to the availability, accuracy and relevance of data, instigating corrective action and proposing solutions for their resolution.

Undertake work with other technical departments within Digital, Data & Technology to ensure that the development of business intelligence suite of applications is effective and results in the collection of data that can be reported effectively and accurately.

Contribute to the development and maintenance of a comprehensive report catalogue supported by Standard Operating Procedures (SOPs), which document the standards and business rules associated with data processing and reporting.

Keep up to date with relevant information governance standards and policy, ensuring requirements are applied accurately and consistently across all reporting mechanisms to assure compliance. Proactively identify and recommend changes to procedures based on specialist knowledge of changed requirements in areas being worked on.

Investigate and extract data from the Health Boards source systems and databases to undertake analysis for internal routine and ad hoc business intelligence developments, assisting in the production of statutory and NHS central activity data returns which may affect Health Board performance ratings, ensuring returns are submitted within deadlines.

Work within a team to achieve agreed objectives within broad professional organisational policies, acting as a specialist across a wide range of issues and prioritising skills in order to manage competing demands and achieve a number of monthly reporting deadlines.

Works independently within organisational and professional policies and procedures; operates on own initiative, taking advice from manager if required.

Data Analysis, Synthesis & Innovation:

Skilled in the delivery of data profiling and analytics, locally used applications, systems, platforms and reporting tools and share your knowledge with others.

Ability to create analytical tools such as dashboards and data models to a high standard.

Ability in researching, developing and providing recommendations of which tools and techniques to use to explore or solve a variety of business issues and communicate the results of analysis with impact to a range of audiences.

Recognise where external data sources can be integrated with own datasets.

  • Skilled in the development of analytical tools using a range if visualisations, including statistical and geographical components.

Data Modelling:

Ability to use a wide range of concepts and principles of data modelling and can produce relevant data models across multiple subject areas.

Supporting junior staff and working with senior colleagues, you understand how to reverse-engineer data models from existing systems.

An understanding of industry-recognised data modelling patterns and standards and when to apply them based upon a detailed understanding of requirements

  • Use complex and large-scale data structures and associated components, and create effective Business Intelligence tools optimised for the user.
