Business Analyst – Discovery (Government Healthcare)

Contract: 3–6 months

Rate: Competitive (Inside IR35)

Location: Remote first (UK-based)

Start: Immediate / ASAP

Clearance: Eligibility for BPSS (SC desirable but not essential)

Role Overview

We are seeking experienced Business Analysts to support the Discovery phase of government healthcare digital services. You will work closely with policy teams, clinicians, service designers, user researchers, and delivery teams to explore problems, define user needs, and assess feasibility before progressing into Alpha.

Key Responsibilities

  • Lead and support Discovery activities, helping teams understand user needs, business goals, policy constraints, and technical considerations
  • Elicit and analyse business problems, not just requirements, using interviews, workshops, and service walkthroughs
  • Map current-state (“as-is”) processes, data flows, and pain points across complex healthcare systems
  • Identify risks, assumptions, dependencies, and constraints early and clearly articulate them to stakeholders
  • Define problem statements, hypotheses, and success measures to inform Alpha decisions
  • Collaborate with Service Designers and User Researchers to align insights and evidence
  • Contribute to Discovery readouts, recommendations, and next-step options for Alpha

Essential Skills & Experience

  • Proven experience as a Business Analyst in UK government, ideally within healthcare, NHS, DHSC, or arms-length bodies
  • Strong Discovery-phase experience (problem definition, options analysis, not just delivery BA work)
  • Experience working in multidisciplinary agile teams
  • Ability to navigate policy-led and regulated environments
  • Strong stakeholder engagement skills across technical and non-technical audiences
