Assistant Director of Programmes
Job summary
The Assistant Director of Programmes will be responsible for providing expert advice to the Executive Board on value and benefits realisation of digital transformation programmes; giving assurance to the Board on return on digital technology that is agile, fit for current and future purpose, safe and resilient and offers value for money
The Assistant Director of Programmes will set direction and provide overall strategic leadership for Programmes and projects , working closely with their peers, playing an active role in Strategy, Planning and Design as well as leveraging technology to support safe and high performing implementation of key Digital Technology projects and programmes. They will represent CAVUHB in digital programme delivery forums acting in the best interest of the Health Board and the objectives of NHS Wales and their national partners
Main duties of the job
Define the roadmap for how the digital portfolio of programmes and projects will be delivered in the Health Board.
Ensure that the digital programme & project resources meet the health board's short and long-term plans.
Create programme timelines for the deployment of new technologies.
Advise the board on digital advancements and their benefits to the organisation.
Maintain a service-focused outlook in choosing new technologies for the Health Board.
Horizon scan to stay on top of technology trends and developments.
Manages the programme and projects budgets and time frames.
Responsible for budget setting within these areas of responsibility.
Responsible for business case development to secure investment funding.
Ensure we have a robust and fit for purpose programme and project management standards & methodologies.
Ensure all technology solutions delivered by programmes adhere to regulatory standards.
Provide effective strategic Programme leadership and a clear vision
Ensure the experience of our service users is improved through the introduction of new technologies and digital services.

Maintain strong and effective relationships with Trade Union Partners.
Deputising for the Directors of Digital when necessary.
Responsible for the ongoing management of numerous National programmes (Connecting Care, DSPP and further)
Responsible for nurturing the Digital Co-Ordinators role and personnel within uHB clinical boards
Responsible for establishing the Digital Services Management (DSM) provision of D&HI, inclusive of a departmental PMO and processes to deliver grip to uHB digital workload.

Participate in regular research and development, working with academia and 3rd parties to set the standard for industry partnership in Wales.
Responsible for the delivery of digital programmes and initiatives that support organisational change and embed excellence within the health and social care system.
Lead on the management of relationships with stakeholders to achieve a common purpose and realise mutual benefits across the wider health and social care system.
Benchmark and measure service improvement as a result of delivering programmes of change to justify the investment.
Instil best practice programme management methodologies ensuring it is embedded at all levels and reflected in all the team delivers and continually improve the quality of programme and project management within the organisation through learning from experience and from others.
Person Specification
Qualifications
- Masters Level qualification in computer science or implementation science or demonstrable relevant equivalent experience
- Expert knowledge of managing successful programmes and an accredited MSP Practitioner
- Expert knowledge of project management and an Accredited PRINCE and or Agile Project Management Practitioner
- APM Registered Project Professional
- Major projects Leadership Academy
Experience
- Significant experience of operating at both a very technical and senior management level in a complex organisation with a successful track record in delivering digital programmes.
- Significant professional leadership experience in digital services delivery in health and care.
- Demonstrable experience in developing future-proof programme portfolios and plans for the organisation and facilitating their delivery. Knowledge and experience of developing and implementing innovative and transformational digital services within a public sector setting.
- Demonstrable achievement in building Programme, Project and Business Transformation capacity and capability
- Track record of sound financial management
- Significant experience of researching best practice and developing solutions that can achieve optimal outcomes for all stakeholders
