PMO Lead

Cedar are seeking an experienced PMO Lead to provide strategic governance, planning discipline and delivery oversight across a high-profile, multi-workstream transformation portfolio for a fast growing FS business.

This is a senior leadership role within a growing change function, supporting a major strategic agenda focused on strengthening infrastructure, increasing resilience, enhancing service capability, and expanding delivery partnerships across a nationally significant environment.

The PMO Lead will ensure programmes are well structured, risk-managed, strategically aligned and appropriately governed. You will establish the frameworks that enable effective oversight, informed decision-making and predictable delivery.

This role is ideal for a strong PMO leader who thrives in complex, regulated environments and enjoys bringing clarity, control and insight to large-scale change.

Key Responsibilities
  • Establish and maintain overarching governance frameworks, ensuring clear oversight, reporting and escalation structures
  • Develop and manage integrated programme plans, aligning milestones, dependencies and critical paths across multiple workstreams
  • Provide high-quality reporting to senior leadership forums, synthesising risks, issues, progress and decisions
  • Oversee risk, issue and dependency management through a disciplined RAID approach
  • Lead and develop the PMO function, coaching analysts and embedding high standards across reporting and documentation
  • Coordinate cross-workstream alignment to ensure coherent and consistent delivery
  • Support readiness and assurance gates, including regulatory, testing and operational readiness requirements
  • Monitor programme financials and resource usage, supporting forecasting, budgeting and vendor oversight
  • Maintain audit-ready documentation with strong version control and quality assurance
  • Act as a trusted advisor to senior leadership, providing clear insight into overall programme health
Skills & Experience
  • Significant PMO leadership experience within complex, multi-stakeholder or regulated environments
  • Strong governance and control expertise, including reporting design, RAID management and assurance planning
  • Experience managing multi-workstream transformation portfolios
  • Financial oversight capability, including budgets, forecasts and vendor spend management
  • Strong understanding of regulatory, risk and compliance requirements
  • Exceptional organisational and analytical skills
  • Excellent communication and stakeholder engagement skills at senior level
  • Experience coaching and developing PMO team members
  • Resilient, adaptable and comfortable operating in dynamic delivery environments
Desirable
  • Familiarity with enterprise PMO toolsets
  • Experience working within structured delivery methodologies
  • Exposure to regulatory assurance frameworks
