Information Governance and Records Manager
Job summary
Join CLCH's Information Governance (IG) team as an Information Governance and Records Manager and play a key role in ensuring information is managed, protected and used appropriately across the Trust.
Working closely with the Head of Information Governance, Data Protection Officer and Deputy Head of Information Governance, you will contribute to the delivery of IG strategies, policies and compliance. You will have the opportunity to influence good practice across the organisation, provide practical advice on complex IG matters and raise awareness of effective records management.
A key part of the role is managing the Trust-wide archiving service. You will identify and appraise records held at Trust sites and in off-site storage, ensuring records are appropriately archived or securely destroyed in line with national guidance.
You will also support data protection audits, DSP Toolkit requirements and records management training, while helping coordinate the work of the Information Governance Group (IGG) and Information Asset Group (IAG).
This is a varied role offering the opportunity to make a meaningful contribution to information governance, data protection and records management across CLCH.
Main duties of the job
- Support the Trust's compliance with relevant information governance legislation, guidance and best practice, including UK GDPR, Data Protection Act 2018, Access to Health Records Act 1990, Freedom of Information Act 2000, Environmental Information Regulations, common law duty of confidentiality, Caldicott recommendations and the Records Management Code of Practice.
- Support data protection audits and contribute to DSP Toolkit requirements.
- Review and provide timely advice on IG queries, including contracts, information-sharing and transfer agreements, service mobilisations and demobilisations, and Data Protection Impact Assessments (DPIAs).
- Ensure accurate and up-to-date DPIAs and the Freedom of Information publication scheme are maintained.
- Support records management training and raise awareness of good records management practice.
- Coordinate the preparation of agendas, reports and minutes for IGG and IAG meetings.
- Manage the Trust-wide archiving service, including identifying and appraising records held at Trust sites and in off-site storage and preparing records for archiving or ensuring their secure destruction in line with national guidance.
- Work with the Head of IG, Data Protection Officer and Deputy Head of IG on matters relating to information governance and the delivery of IG strategies, policies and compliance.
- Promote effective information governance and records management across CLCH.

Person Specification
Education/Qualification
- Masters degree or first degree and/or equivalent professional experience/qualifications
- Evidence of continuing professional development in the field of information governance and/or records management
Experience
- Experience of working as a Senior IG Officer or Manager within the information governance, data protection and records management functions
- Experience of project management
- Highly developed specialist knowledge, underpinned by theory and experience. In depth knowledge of information governance and records management including over a range of management, operational and legislative areas (DPA, FOI, GDPR, etc)
- Experience of managing departmental staff including recruitment, performance and work allocation
- Experience of working with the Data Security & Protection Toolkit (DSPT)
- Experience in review and assessment of Data Protection Impact Assessments
- Ability to work in a demanding environment
- Experience working in an NHS organisation or senior information governance role across any sector
- Experience of incident handling, reporting and investigation methods
- Project management qualification
Skills & Knowledge
- Knowledge and experience of delivering a full IG function across an organisation including information sharing and transfer, legislation, training, FOIA/EIR, Subject Access requests, IG incidents, IG risk and records management
- Excellent communication skills in order to communicate records management issues at a senior management and clinical/corporate staff level
- Highly developed analytical skills in order to deal with complex facts or situations requiring analysis including issues involving a multiplicity of targets/objectives
- Demonstrates accountability for decisions taken, by considering consequences, impacts and implications
- Overcomes obstacles, and shows resilience in achieving desired
- Ability to interpret complex data sets
- Ability to persuade and engage staff of the importance of records management projects and initiatives
- Ability to negotiate with and motivate sites on project delivery, including linking with the Estates function on other initiatives
- Lead specialist for records management function and able to interpret national policies for own specialism. Acts without reference to manager in capacity as records management lead.
- Confidence and expertise to propose policy or process changes including where there is an impact beyond own area
- Ability to sustain effective relationships both internally and externally
- Must have the ability to make judgements where there are conflicting views (for example, on projects) and there is the need to make decisions on complex issues
- Excellent planning and organisational skills with the ability to effectively reprioritise where necessary
- Ability to understand complex legislation and to translate this into requirements for implementation and to effectively contribute to managing large scale change within an organisation
- Experience in implementing and/or supporting EDMS or EDRMS solutions
- High level of computer literacy including Microsoft Office

- Ability to sustain the attention to detail required for checking documents/records, writing reports and protocols and analysing statistics, interruptions to deal with staffing or project issues
- Concentration required when analysing data, checking and reconciling information, answering queries from staff, etc.
- Must be able to work with light to moderate loads as the role will entail on occasion working with paper documents, record files and boxes of records (there will be some physical movement/transport of boxes across short distances using available equipment)
