Job summary

Job Summary:

The post-holder will lead the corporate Performance and Information function, with responsibility for developing a coherent strategy for performance and information monitoring, reporting, and improvement for the Trust.

The Post-holder will work closely with the Trust's Assistant Director for Performance and Information to ensure that performance monitoring and management across the Trust fulfils statutory, regulatory and management reporting requirements.

The post holder will be responsible for overseeing the performance reporting and data analytics function, ensuring that there are robust measures in place to monitor, report and manage performance across all aspects of the business whilst also responding to the data analytics demands within the Trust. The post will require the development of effective working relationships with a wide range of individuals internal and external to the Trust.

Main duties of the job

Lead the Trust's performance management function, ensuring effective monitoring, reporting & improvement of key performance indicators against national, regional & local requirements.

Develop, implement & embed a robust Performance Framework, delivering consistent reporting, scorecards & governance across the Trust.

Provide expert leadership in performance analysis, data analytics & business intelligence, delivering insight to support operational, clinical & strategic decision-making.

Lead accurate, timely & high-quality internal & external performance reporting, ensuring compliance with contractual, regulatory & statutory requirements.

Drive continuous improvement in information management, reporting, data quality & business intelligence.

Work with Divisional & Corporate teams, commissioners & stakeholders to support performance improvement, service planning & organisational priorities.

Lead data quality improvement initiatives, ensuring robust validation processes, reporting standards & compliance with national guidance.

Act as the Trust's senior expert for healthcare data, analytics & performance information, influencing service development & organisational performance.

Manage, develop & motivate a team of Data Analysts, fostering continuous learning, high performance & professional development.

Represent the Trust at local, regional & national forums relating to performance, information management, data analytics & business intelligence, deputising as required.

Job responsibilities

Performance Management

  • Pro-actively lead the monitoring and management of all key performance indicators at national, ICB and local level. This will include internal reporting requirements as well as those agreed with external stakeholders (Local Authorities, ICBs, NHSE and others), alongside performance against NHSE standards, the NHS Oversight Framework (NOF) and NHS 10 Year Plan Operational Performance targets.
  • Lead the implementation and embedding of a robust Trust Performance Framework, ensuring standardisation of performance scorecards, reporting and framework approaches across Divisions down to borough level, reflecting best practice and regulatory requirements.
  • Support the Assistant Director for Performance and Information with the production of regular performance reports for the Board of Directors, Executive Board, Operations and Quality Executive Board and Finance & Performance Committee. Work with the Associate Director of Finance, Performance and Contracts to develop and review performance reporting systems, procedures and controls.
  • Co-ordinate the Trusts monthly performance management process, supporting the Assistant Director for Performance and Information in ensuring Divisional and service performance improvement plans are monitored and clear actions developed where necessary.
  • Play a lead role in discussions with commissioners and key external stakeholders; negotiate, manage and implement the Information and Quality Schedule aspects of the Trusts contractual arrangements with Commissioners.
  • Lead the timely, high-quality delivery of all contractual information reporting requirements.
  • Interpret national guidance, assess implications for the Trust and develop work plans to ensure requirements are met, working with wider performance and information leads to ensure alignment of performance indicator definitions.
  • Ensure the month-end timetable is followed, including deadlines for summary reports contributing to Trust performance reporting.
  • Undertake analysis to identify performance trends and variances, forecast performance and support service capacity planning.
  • Lead analysis that provides greater insight into performance and supports Divisions to deliver challenging performance targets.
  • Develop integrated reporting across the Trust and build team capacity to support proactive service planning, modelling, service development and tender opportunities.
  • Ensure the accuracy and quality of internal and external activity and performance reports. Where systems or processes impact data quality, timeliness or completeness, lead the development of improvement plans.
  • Develop and maintain an External Monitoring System to compare external performance reporting with internal data, identifying and investigating variances. This will include analysing benchmarking data and performance trends against peer organisations.
  • Represent the Trust through training programmes and presentations on data analytics, business intelligence, insights and performance management.
Information Management and Delivery
  • Lead the delivery of timely and accurate information management and reporting services across the Trust.
  • Lead the provision of data analytics to meet operational, business and clinical information requirements, working with stakeholders to understand information needs.
  • Work across the Trust and organisational boundaries to establish comprehensive reporting and analytics that meet requirements, adhere to national standards and keep pace with developments in healthcare analytics.
  • Support development of the Trusts Business Intelligence and reporting solution, promoting self-service analytics and data-driven decision making.
  • Ensure all key activity and performance reporting is delivered to a high standard, leading resolution of gaps in data collection, data quality and reporting, and driving continuous improvement across the Trust.
  • Use expert knowledge of healthcare data and systems, bridging the gap between operational intelligence needs and the data required to meet them.
  • Act as the principal point of contact for data aspects of the clinical system, supporting development, optimisation and standardisation, including sign-off of change requests from Divisional teams.
  • Lead the continuous review of information and performance processes, promoting process improvement, automation and efficiency.
  • Support greater value and efficiency by removing unnecessary complexity, improving ways of working and identifying opportunities for automation.
Data Quality
  • Working with the Assistant Director for Performance and Information, implement a data quality improvement plan aligned with NHS Digital standards and Trust priorities.
  • Establish validation and quality control requirements for all team reports and ensure compliance before publication.
  • Work with Divisions to embed sustainable processes that improve data quality and data recording for performance monitoring.
  • Establish regular audits of team working practices, implementing improvements to enhance efficiency and effectiveness.
  • Ensure reporting protocols, procedures and timetables are documented, maintained and linked to the NHS Data Dictionary and related guidance.
  • Ensure appropriate action is taken to resolve anomalies identified within extracted data or published reports.
  • Ensure team members understand the impact of data quality and user input on reporting outputs and how issues can be addressed.
  • Ensure team members maintain an up-to-date understanding of NHS information requirements and ICT developments relevant to Trust systems.
  • Provide system and data quality expertise to support senior operational staff.
  • Explain complex data quality and information issues to staff at all levels and define practical solutions.
Staff Management
  • Lead and manage the Data Analysts Team, including recruitment, retention, attendance management, disciplinary and grievance matters, providing leadership, direction, performance management, training and development.
  • Set annual objectives and personal development plans using the FEDIP National Competency Framework, including a minimum of one performance review meeting each year.
  • Responsible for succession planning, talent development, retention and attracting high-calibre candidates.
  • Lead and encourage the development of knowledge and understanding of clinical and operational services, maintaining a clear line of sight to patient outcomes.
  • Hold responsibility for the efficient functioning of the Data Analysts Team and work closely with the Assistant Director for Performance, Information and Business Intelligence to ensure seamless collaboration between Divisional and Corporate teams.
Other
  • Represent CNWL in national, regional and local forums relating to information, performance reporting and data analytics; deputising for the Assistant Director for Performance and Information where required.
  • Take on additional ad hoc projects as requested by the Director for Performance, Information and Business Intelligence and Associate Director of Finance, Performance and Contracts.
  • Manage an unpredictable workload with competing priorities, frequent interruptions and tight deadlines, prioritising and negotiating priorities where required.
  • Develop strong working relationships with Divisional Heads of Performance, teams and key corporate leads.
  • Demonstrate flexibility in carrying out other duties commensurate with the grade and developmental nature of the post.

EDUCATION AND QUALIFICATIONS

Essential
  • Degree in a relevant subject or equivalent experience.
  • An appropriate qualification at Masters degree or equivalent level of experience of leading business intelligence and analytical functions in the NHS.
  • Management and/or leadership qualifications.
  • Evidence of continuing professional development.
Desirable
  • Prince II or other Project Management Qualification

  • Experience of working in a similar role.
  • Significant experience of managing an information team and providing direct line management, developing and delivering appropriate role profiles and structures to meet operational needs.
