NWL Clinical Excellence Programme Senior Information Manager
Job summary
Reporting to the Head of the Clinical Effectiveness Programme (CEP), the postholder will lead the analytical and information management function for the programme. They will embed systematic improvement processes across North West London, working with Federations, PCNs, and GP practices to deliver high-quality data analysis, intelligence products, and insights that support population health management, quality improvement, and the reduction of unwarranted variation.
The role is primarily focused on NWL but its approaches and service developments may be extended across the wider West North London ICB geography where appropriate.
The role requires expert analytical skills, strong leadership, and the ability to translate complex data into actionable intelligence for clinicians, programme leads, and system partners. The postholder will work closely with the Whole Systems Integrated Care (WSIC) team, borough-based clinical leads, and primary care networks to ensure robust, timely, and accurate information supports effective decision-making.

The prioritisation and targeting of quality improvement support to primary care
The engagement and empowerment of practices and PCN representatives to deliver high-quality care.
- The evaluation and continuous improvement of the CEP.
Main duties of the job
- Lead the development, delivery and continuous improvement of CEP analytical methodologies, reporting and intelligence products
- Ensure analytical outputs meet agreed quality, governance and timeliness standards and support improvement at practice, PCN and borough levels
- Oversee the lifecycle of CEP data products, from design to evaluation and iteration
- Provide specialist analytical advice to clinicians, programme leads and system partners, ensuring insights are actionable and aligned to system priorities
- Ensure analytical work identifies inequalities and supports targeted improvement.

Job responsibilities
Communications and Relationships: The post holder will:
- Build effective relationships with practices, PCNs, borough teams and system partners to understand information needs and ensure tools are relevant and usable
- Represent the CEP within systemwide analytical and intelligence forums, providing expert insight and ensuring alignment to NWL analytical strategy
- Present complex analytical outputs clearly to technical and nontechnical audiences across the system
- Facilitate collaborative working and support change in situations where there may be differing viewpoints or resistance
- Act as the senior point of contact for complex data queries.
Staff Management and Leadership: The post holder will:
- Provide line management, supervision and development for designated staff, including recruitment, induction, appraisal and performance management
- Build team capability through coaching, mentoring and skills development
- Allocate workload and resources to ensure effective delivery of programme priorities
- Promote a culture of analytical excellence and continuous improvement across the team.
Policy and Service Development: The post holder will:
- Lead the development of CEP analytical standards, governance processes and documentation
- Contribute analytical expertise to the development of systemwide policies relating to primary care data quality, coding and reporting
- Propose and implement changes to statistical, information and managerial policies that enhance analytical processes across the programme
- Ensure full compliance with information governance, data protection and national reporting standards (e.g., DCB0129/0160, NHS England data standards).
Analytical and Judgement Skills: The post holder will:
- Provide advanced analytical support using statistical modelling, segmentation, trend analysis and related techniques to inform population health management and improvement
- Resolve highly complex analytical queries, applying expert judgement where data is limited, ambiguous or conflicting
- Develop new analytical approaches and methodologies that enhance CEP reporting and support evaluation
- Present and explain complex findings in ways that drive decisionmaking and improvement across the system
- Provide specialist guidance on data extraction, reporting specifications and methodological choices to ensure accuracy, consistency and quality.
Information Management / resources including any databases used / IMT responsibilities:
The post holder will:
- Design and implement appropriate data interrogation and extraction processes for CEP reporting, using relevant local systems and data collection tools.
Create clinical searches and data extractions from EMIS Web and other GP systems to support:
o development of clinical effectiveness guides
o identification of qualityimprovement priorities at NWL, borough, PCN, and practice level
o identification and spread of good practice
o design of clinical support templates within GP IT systems
o prioritisation of clinical support to practices
o effective reporting and evaluation of the CEP
Design clear, engaging dashboards and visual outputs that support decisionmaking at STP, borough, PCN, and practice level
Collaborate with clinical leaders to design tools and templates that support accurate coding and improved data quality
Record and share examples of good practice in data analysis and reporting to support innovation and system learning
Develop new methodologies for analysing and interpreting data where appropriate
Oversee the development and maintenance of CEP data pipelines, ensuring they are efficient, secure, welldocumented, and compliant with organisational standards
Ensure appropriate use of analytical tools such as SQL, Power BI, R/Python, or equivalent technologies to support highquality reporting
Maintain uptodate knowledge of primary care data structures, SNOMED coding, and national data quality frameworks
Ensure CEP data assets are stored, versioncontrolled, and maintained in line with organisational policies
Contribute to Data Protection Impact Assessments (DPIAs) for new data flows or reporting processes and ensure appropriate handling of identifiable, pseudonymised, and aggregated data in line with national standards
Apply Caldicott principles in all analytical and reporting activity and support colleagues to understand information governance requirements relating to primary care data
Work collaboratively with ICB analytics teams, digital transformation partners, borough intelligence teams, NHS England, Health Innovation Networks, and academic partners to support systemwide analytical alignment and shared learning
Contribute to systemwide learning by sharing insights, methodologies, and best practice across NWL.
Person Specification
Education and Qualifications
- Educated to degree level in a relevant discipline (e.g., statistics, data science, public health, informatics, mathematics, computer science)
- Evidence of ongoing professional development in analytics, data management, or information governance
- Advanced training in analytical tools such as SQL, Power BI, R or Python
- Postgraduate qualification or specialist training in health informatics, data analytics, or data science
- Training in improvement methodologies (e.g. QI, Lean, Six Sigma)
- Formal project management training (e.g. PRINCE2, Agile, MSP)
Experience
- Significant experience in a specialist analytics, informatics, or clinical systems role within the NHS or a similarly large and complex health or social care organisation
- Proven leadership of analytical functions, including methodology development and delivery of high quality intelligence products
- Experience designing and delivering dashboards, reports, and analytical outputs using tools such as Excel, WSIC, Tableau and/or Power BI
- Demonstrated ability to manage complex datasets, data pipelines, and data quality processes
- Experience resolving complex analytical queries and providing expert advice to senior stakeholders
- Experience line managing staff, including recruitment, supervision, appraisal, and performance management
- Experience planning, coordinating, and delivering work programmes or projects, managing risks, and prioritising competing demands
