IT Delivery Architect
Hampshire County Council are currently looking for a Delivery Architect for their team in Winchester, for an initial 3 month contract.
Rate: £500 - £650 a day outside IR35

It's essential that you have the following:
Essential Qualification
- A degree and/or formal industry recognised qualifications and/or significant recent and relevant experience of working in a complex IT environment
Essential Knowledge, Experience, Skills and Behaviours.
- Experienced in Enterprise grade IT infrastructure and solution design.
- Hybrid Cloud infrastructure experience.
- Significant background knowledge and design experience / skills.
- Ability to act as SME against a wide range of proposals, technical and business areas.
- Ability to work with Business Analysts and stakeholders to specify high level architectures.
- Strong communication skills - including verbal, written and facilitation skills.
- Experience of handling multiple tasks running concurrently with varying complexity, time constraints, impacts and risks.
- Experience of early planning, estimation, and cost modelling
The IT Delivery Architect role has four key aspects to it:
- Technical Leadership: For large, complex IT projects and operational developments (with budgets up to and exceeding £1M) they help drive the collaborative effort to define and deliver infrastructure solutions that satisfy key stakeholders and meet approved requirements.
- Trusted Advisor: Supporting our colleagues working within departments across HCC, the IT Management team, and staff across the IT Department, providing technical advice and guidance.
- Expert Designer: They have a broad range of technical experience that will enable them to produce scalable, secure, and efficient IT infrastructure designs. To enable this, they have:
- A strong awareness of HCC's current and future technology environment, and how this underpins IT services.
- Broad understanding of the primary architecture domains that are relevant to their solutions.
- An ability to work effectively with Subject Matter Experts (SMEs) to obtain detail of HCC's implementation and use of technologies whilst ensuring that operational teams are comfortable with the solution.
- Ensure alignment with industry best practices, standards, and compliance requirements.
- Risk Assessor: They must be able to assess and quantify the risks associated with their design and architectural decisions. Both the business risk and technical risk must be clearly communicated to relevant parties (where appropriate). Other responsibilities include:
- Liaising with the Enterprise Architecture Team to ensure standards and future strategies are met, making recommendations and initiating change that brings significant value to the business.
- Researching technology options and making high level recommendations on delivery methods.
- Collaborate with Business Partners, Programme and Project Managers, and contribute towards the creation of:
- Business cases and tender documentation for new works, providing feedback on the likely achievement against business cases.
- Tasks and resource estimates.
- Provide detailed solution specifications for projects delivering new IT services, as well as major operational upgrades, ensuring compliance with relevant technical, architectural, and operational standards.
- Present fully costed design proposals, for IT architecture and organisational approval, clearly at the appropriate level for all audiences.
- Conduct technical Quality Assurance (QA) and peer reviews of infrastructure designs produced by SMEs in IT Service Operations.
- Provide detailed technical security consultancy for key HCC and Partner projects.
- When required support 3rd level support teams on complex technical issues across all areas of IT.
