We are now looking for an exceptional Head of Strategy to play a pivotal role in shaping and delivering DHCW's long-term strategic direction.
About the Role
As Head of Strategy, you will work with the Executive Director of Strategy to ensure that DHCW has a clear strategic vision, a coherent narrative, and effective implementation across the organisation. You will help drive delivery against DHCW's strategic missions:
- Provide a platform for enabling digital transformation
 - Deliver high quality digital products and services
 - Expand the digital health and care record and the use of digital to improve health and care
 - Drive better value and outcomes through innovation
 - Be the trusted strategic partner and a high quality, inclusive and ambitious organisation
 
These missions are supported by 20 stretching strategic objectives to be achieved by 2030, reflecting our ambition and commitment to working with partners and stakeholders to deliver meaningful change.
Main duties of the job
This is a key senior leadership role, requiring vision, analytical depth, and the ability to engage and influence at the highest levels. You will represent DHCW nationally, contribute to policy and strategy development, and ensure that our digital priorities remain aligned with the needs of NHS Wales and the people it serves.

Key Responsibilities
- Lead DHCW's strategic analysis, horizon scanning, and development of insights to shape digital health and care strategy.
 - Advise the Executive Team and Board on strategic priorities, risks, and opportunities.
 - Foster collaboration across NHS Wales, Welsh Government, and national partners to align strategies and share best practice.
 - Ensure that strategy and business architecture is effectively embedded in DHCW's programmes, policies, and communications.
 - Lead and develop the Strategy Team, ensuring high performance, innovation, and professional growth.
 - Represent DHCW at national and international forums, promoting Wales as a leader in digital health and care innovation.

Digital Health and Care Wales (DHCW) is an expert national body and part of NHS Wales. We work in partnership with NHS Wales colleagues and other key stakeholders to provide national digital and data services which support the delivery of health and social care in Wales. Modern health and care services depend on good digital tools, data and information. DHCW runs or works with more than 100 services and delivers major national digital transformation programmes to support this. In addition, DHCW provides expert advice in relation to cyber security and information governance. We give frontline staff the digital tools which help them provide safer and more efficient care. We are also giving patients and the public digital tools to better manage their own health and wellbeing, empowering people to live healthier lives. We are seeking a strategic thinker and collaborative leader who can turn complex ideas into clear, actionable strategy. You will bring:
- A proven track record of strategic leadership in health, care, or digital transformation.
 - Strong analytical, influencing, and communication skills.
 - The ability to build trusted relationships with senior stakeholders and navigate complex policy environments.
 - Deep understanding of the NHS Wales context and the opportunities of digital health and care.
 - A commitment to equity, inclusion, and citizen voice in strategy development.
 
A postgraduate qualification (or equivalent experience) in a relevant field is required.

Person Specification
Qualifications and Knowledge
- Educated to master's degree level or equivalent experience.
 - Evidence of further higher-level development - education and/or training and CPD aligned to role
 
Experience
- Experience of developing strategic analysis and insights and communicating effectively to senior leaders and decision makers.
 - Evidence of engaging with a wide range of stakeholders across multiple organisations, building strong collaborative relationships at all levels of seniority.
 - Experience of leading policy and strategy development at a national level.
 
Skills and Attributes
- A track record of delivering outcomes within agreed timescales.
 - Evidence of working collaboratively with senior stakeholders
