Lead Infrastructure Engineer (Cloud)

Job summary

We are recruiting a talentedLead Infrastructure Engineer (cloud)to join the core NHS Wales national ICT team at Digital Health and Care Wales (DHCW). This role will implement, provide ongoing support and actively look for optimisations for DHCW presence in public cloud. You will work alongside other Senior Infrastructure Engineers, Senior Technical Architects and report to the Infrastructure Engineering Manager. You must have both excellent technical skills and appreciation of the cloud finances. Appropriate training plans will be provided for successful candidates to cloud based roles to enhance existing skills and knowledge.

Successful candidates will be:

  • An excellent Engineer, with ability to both lead and mentor junior staff and act as a team player.

  • Succinct at absorbing technical information and providing accurate meaningfulperformance reports.

  • Capable of managing tasks in a timely manner

  • Skilled in IAC technologies

  • Highly skilled in either Azure or GCP

  • An excellent communicator (presenting and authoring) to wide audiences.

  • Have an appreciation of finances within a technical environment.

  • Passionate follower of the ITIL framework, to support policies and processes for service build and delivery.

  • Adapted at negotiating and relationship building with a variety of stakeholders.

Main duties of the job

  • Responsible for managing the implementation, operation, monitoring, support, maintenance, and ongoing service improvement and optimisation for the infrastructure cloud team.

  • Responsible for providing advice and expertise relating to risk, quality, policies, procedures, and standards for operational infrastructure relating to cloud services.

  • Responsible for the management, spend of budget allocation, including suggested optimisations to improve financial outlook, without impacting service resilience or security

Job description

Job responsibilities

The role is responsible for the commissioning, decommissioning and support of the operational solutions and services within the teams control. This can be achieved through:

  • Helping to develop, manage and maintain the team portfolio of national infrastructure services and/or products.

  • Operational support for their teams IT products and services.

  • Assisting in the managing of the workload, performance, and development of the team of IT operations specialists by helping build capability to deliver against targets.

  • Helping manage third-party provision of IT operational services or products within the team.

  • Provide expertise to programmes and projects, persuading and negotiating with a range of stakeholders to achieve positive outcomes.

  • Assist in the development of architectural solutions for IT operational solutions, throughout service/product life cycles.

  • Ensure that services are provided in accordance with agreed SLA/OLAs and delivered within agreed budgets.

  • Responsible for KPI reporting and executing performance management within the post holders sphere of responsibility.

  • Participate in the organisational out of hours on call rota to ensure continuity of service.

  • Provide assurance that products and services are secure and match operational needs.

  • Ensure maximum benefits to patient care are delivered and maintained through the delivery of IM&T.

Person Specification

Qualifications and Knowledge

Essential
  • A master's degree in an associated professional field (or equivalent qualification / experience).
  • Further evidence of relevant higher-level education and/or training.
  • Knowledge gained through practical experience of working at this level, across a range of work procedures and practices.
  • Evidence of continuous professional development
Desirable
  • Relevant Professional Registration: E.g. Chartered IT Professional (CITP) or Chartered Engineer (CEng)
  • FEDIP Advanced Practitioner, or equivalent recognised advanced level professional qualification.
  • Theoretical and specialist knowledge gained via relevant certification, such as: oITIL foundation qualification oLeadership and Management qualification or training
  • Knowledge of the NHS, other healthcare systems, or the health sector, including regional or national variations.

Experience

Essential
  • Experienced in leading cross-functional teams to deliver resilient, scalable infrastructure solutions aligned with organisational goals
  • Proficient in applying scripting languages and syntax to create secure, efficient, and maintainable software.
  • Proficient in working with on-premises, cloud, and hybrid infrastructures to ensure secure and efficient service delivery.
  • Expert at using cloud and virtualisation technologies to improve infrastructure and services while managing costs and security
  • Proficient in keeping accurate IT asset records to support service management, change control, and audits.
  • Familiar with identifying and reducing risks to digital services (including security risks) through business continuity and disaster planning
  • Familiar with applying industry standards and best practices to ensure quality and continuous improvement in digital services.
  • Proficient in planning, monitoring, and managing budgets, supporting effective use of public funds
  • Familiar with tracking project progress to meet deadlines, budgets, and quality standards.
  • Familiar with using fair and evidence-based methods when managing and negotiating contracts to ensure good value and ethical standards.
  • Familiar with leading inclusive meetings where everyone can contribute and decisions are recorded.
  • Proficient in delivering IT services to internal users and customers according to agreed service levels.
  • Proficient in configuring and maintaining system software to manage computing resources and support automation.
Desirable
  • Understand Agile principles and have experience supporting backlog management, sprint planning, and iterative delivery in infrastructure projects.
