We have an exciting opportunity for a Project Manager to join the Digital Delivery Team within the Operations Directorate. This is a great opportunity to be an integral part of delivering digital transformation at a national level throughout NHS Wales.

We are looking for a motivated individual, who thrives on working as a team, committed to providing a high-quality service and ready to join this exciting journey. The successful applicant will be keen to develop and learn new skills, share knowledge, and support other members of the team. The role will be working closely with a variety of stakeholders internally and externally, including Health Boards/Trusts, third party suppliers and Welsh Government.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

This post is fixed term/secondment until 31st March 2026 due to Project Work. If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.

Main duties of the job

The post holder will manage multiple projects in the Digital Delivery team, part of the wider Operations Directorate, working with the Principal Project Manager to:

To lead, manage, and ensure the successful delivery of national projects, or work streams of moderate complexity and risk ensuring that national projects produce the required products, to the required standard of quality and within the specified constraints of time and cost.

Responsible for the project producing a result that achieves the benefits defined in the Business Justification/Case and the Project Initiation Document.

To provide task management for the Project Team.

Mentoring and training for the Project Team inc. Project Officers and Project Specialists as appropriate

The post holder will have a strong familiarity with PRINCE2 methodologies and best practices, enabling them to effectively manage projects and ensure adherence to established standards. Excellent communication skills are essential, as the post holder will need to build and maintain positive relationships with stakeholders at all levels, fostering collaboration and understanding.

Additionally, the post holder will have the ability to prioritise their own workload as this role requires a proactive approach, balancing multiple responsibilities and adapting to changing circumstances to achieve project goals.

Clarify the project scope and definition in order to plan effectively

Identify, assess and prioritise risk associated with the project

Develop and monitor project plans to achieve goals

Correctly identify dependencies and deliverables

Prepare Project Stage documentation and reports including: Highlight, End Stage, End Project, and Lessons Learned Report taking any required follow-on action and or recommendations.

Ensure that appropriate advice and guidance is sought and applied in specialist areas including procurement and communications

Direct and motivate the project team while emphasising a focus on product delivery

Ensure that evaluations are conducted to accurately measure progress against plans including dependencies.

Oversee change control and any required configuration management

Develop solutions to project problems

Ensure completion of project activities and goals have been achieved to agreed schedule, costs and quality

Manage and communicate with a significant number of stakeholders and UK NHS employees and organisations, with no direct line responsibility requiring highly developed communication skills

To write and ensure Project Level Business Cases meets the DHCW strategic direction

Person Specification

Qualifications and Knowledge

Essential
  • Masters qualification in an associated professional field (or equivalent qualification / experience).
  • Relevant professional registration in Project Management such as PM Chartered Project Professional or PRINCE2 Registered Practitioner)
  • Knowledge gained through practical experience of working at this level, across the range of work procedures and practices.
  • Evidence of continuous professional development.
Desirable
  • Theoretical and specialist knowledge gained via relevant certification such as: Agile Project Management (APM) Practitioner Project Management Institute (PMI) Project Management Professional Project Leadership Programme (PLP) P3O Practitioner.
  • Knowledge of NHS Wales or the Health sector.

Experience

Essential
  • Have working knowledge and experience of successfully leading and managing moderate to complex transformation projects, or leading and managing programmes that have been in a specialist or work stream strand lead role within a programme.
  • Has a working knowledge the identification of key business stakeholders, assessment of their level of power and interests, their needs and their perspectives, to inform the way(s) in which they should be considered and managed. Establishing relationships, analysing perspectives and managing stakeholders from a variety of backgrounds and disciplines. Adapting stakeholder engagement style to meet the needs of different audiences.
  • Has a working knowledge of working withing frameworks and methodologies to ensure compliance with quality and operational standards, with the ability to plan, develop, maintain and apply quality management processes and to ensure the adherence to those standards throughout the project delivery lifecycle.
  • Has comprehensive knowledge in the identification, assessment, management and mitigation of programme issues and risks, that could result in time or cost over-runs, or failure to deliver programmes that are fit for purpose.
  • Has working knowledge in principles, methods, techniques and tools for the effective management and tracking of programmes, and of related activities, through implementation to the successful achievement of planned business benefits.
  • Has working knowledge in principles, methods, techniques and tools for the preparation and monitoring of budgets to manage costs and ensure cost-effectiveness and value for money.
  • Proficient in assurance processes, with the ability to establish, plan and manage programme controls, implementing reviews at appropriate points during all stages of the programme life cycle to provide evaluations of programme governance, compliance, and progress against time, cost, quality, compliance and ongoing viability.
  • Proficient in resource management with commercial and procurement skills, to identify and secure the resources required in line with the relevant regulatory framework, and to effectively and efficiently deploy financial and other resources. Including reassessment and reallocation of resources in a dynamic multi-programme environment to achieve optimum results and return on investment.
  • Proficient in identifying, sharing and promoting best practices and lessons learned to create a culture of learning and good practice that supports continuous improvement to optimise programme delivery.
