Job summary

Are you passionate about how digital can transform community and mental health services, for patients and staff? We have an exciting opportunity for an experienced Project Manager to join the Connecting Care Programme team, to work collaboratively with colleagues across DHCW and Health Boards across Wales, to manage a project to coordinate the procurement and implementation of critical digital systems across community and mental health services in Wales.

You will join the programme at an exciting time, and the successful candidate will be an experienced project manager and skilled communicator who can hit the ground running as we deliver to ambitious targets and timescale

This post is fixed term for5 months to due to funding.

Main duties of the job

What you will do:

  • Lead and manage project teams, deputising as necessary.

  • Oversee project delivery, ensuring objectives are met within agreed time, cost, and quality constraints.

  • Contribute to project governance and collaborate with stakeholders to deliver outputs and realise benefits.

  • Develop and maintain excellent stakeholder relationships, ensuring effective communication and engagement across clinical, technical, and operational groups.

  • Develop and maintain project plans, organise a broad range of complex activities, and manage dependencies across a range of projects and stakeholders

Digital Health and Care Wales (DHCW) is an expert national body and part of NHS Wales. We work in partnership with NHS Wales colleagues and other key stakeholders to provide national digital and data services which support the delivery of health and social care in Wales. Modern health and care services depend on good digital tools,data and information. DHCW runs or works with more than 100 services and delivers major national digital transformation programmes to support this. In addition, DHCW provides expert advice in relation to cyber security and information governance. We give frontline staff the digital tools which help them provide safer and more efficient care. What you will be accountable for:

  • Communicating highly complex information relating to specific service changes. This will often be contentious where proposed changes may have a major impact on established ways of working and where there is little consensus.

  • Managing a wide range of internal and external stakeholder relationships, often with conflicting views and priorities.

  • Using strong influencing skills to build alliances with stakeholders and act as a lead contact for external parties.

  • Ensuring effective coordination and reporting to relevant boards or committees.

  • Support and coordination of a major procurement project across seven health boards

  • Supporting the communication and tracking of benefits realisation across stakeholders

Person Specification

Qualifications

Essential
  • Masters qualification in an associated professional field (or equivalent qualification / experience).
  • Relevant professional registration in Project Management such as PM Chartered Project Professional or PRINCE2 Registered Practitioner
  • Knowledge gained through practical experience of working at this level, across the range of work procedures and practices.
  • Evidence of continuous professional development.
Desirable
  • Theoretical and specialist knowledge gained via relevant certification such as: Agile Project Management (APM) Practitioner Project Management Institute (PMI) Project Management Professional Project Leadership Programme (PLP) P3O Practitioner
  • Knowledge of NHS Wales or the Health sector

Experience

Essential
  • Have working knowledge and experience of successfully leading and managing moderate to complex transformation projects, or leading and managing programmes that have been in a specialist or work stream strand lead role within a programme.
  • Has a working knowledge the identification of key business stakeholders, assessment of their level of power and interests, their needs and their perspectives, to inform the way(s) in which they should be considered and managed. Establishing relationships, analysing perspectives and managing stakeholders from a variety of backgrounds and disciplines. Adapting stakeholder engagement style to meet the needs of different audiences.
  • Has a working knowledge of working withing frameworks and methodologies to ensure compliance with quality and operational standards, with the ability to plan, develop, maintain and apply quality management processes and to ensure the adherence to those standards throughout the project delivery lifecycle.
  • Has comprehensive knowledge in the identification, assessment, management and mitigation of programme issues and risks, that could result in time or cost over-runs, or failure to deliver programmes that are fit for purpose. Has working knowledge in principles, methods, techniques and tools for the effective management and tracking of programmes, and of related activities, through implementation to the successful achievement of planned business benefits.
  • Has working knowledge in principles, methods, techniques and tools for the preparation and monitoring of budgets to manage costs and ensure cost-effectiveness and value for money.
  • Proficient in assurance processes, with the ability to establish, plan and manage programme controls, implementing reviews at appropriate points during all stages of the programme life cycle to provide evaluations of programme governance, compliance, and progress against time, cost, quality, compliance and ongoing viability.
  • Proficient in resource management with commercial and procurement skills, to identify and secure the resources required in line with the relevant regulatory framework, and to effectively and efficiently deploy financial and other resources. Including reassessment and reallocation of resources in a dynamic multi-programme environment to achieve optimum results and return on investment.
  • Proficient in identifying, sharing and promoting best practices and lessons learned to create a culture of learning and good practice that supports continuous improvement to optimise programme delivery.
