Location: Adur & Worthing, West Sussex (Hybrid Working)

Rate: £309.00 per day PAYE + Holiday Pay (£37.30 per day)

Contract: Temporary until July 2027

Hours: 37 hours per week

This role offers an excellent hybrid working arrangement, with 2–3 days per week based onsite and the opportunity to work remotely one day each week. As this is a highly collaborative, relationship-driven programme, regular site presence is essential whilst still offering flexibility and a healthy work-life balance.

  • The Opportunity

An exciting opportunity has arisen for an experienced Programme Manager to lead a major Housing Systems Transformation Programme for a large housing organisation in West Sussex.

This high-profile programme will replace multiple legacy systems with a modern, cloud-hosted Housing Management System, improving operational efficiency, strengthening regulatory compliance, enhancing Building Safety and delivering an improved digital experience for both residents and employees.

This is a fantastic opportunity to take ownership of a large-scale transformation programme that will have a lasting impact across the organisation.

Key Responsibilities
  • Lead the end-to-end delivery of a Housing Management System transformation programme.
  • Develop and manage programme plans, governance, milestones, budgets, risks and reporting.
  • Lead multiple workstreams covering system configuration, integrations and environment management.
  • Oversee complex data cleansing and migration from multiple legacy housing systems.
  • Manage integrations across housing, repairs, finance, community safety and corporate systems.
  • Ensure Building Safety remains a central focus throughout the programme.
  • Lead System Integration Testing (SIT) and User Acceptance Testing (UAT).
  • Drive organisational change, business readiness, process redesign and user adoption.
  • Manage suppliers and delivery partners.
  • Oversee implementation, go-live planning and transition into Business as Usual support.
  • Ensure compliance with cloud strategy, cyber security, data protection and architectural standards.
  • Build strong working relationships with senior stakeholders, including Corporate Directors.
About You

We are looking for an experienced Programme Manager who has successfully delivered complex transformation programmes within housing or local government.

You will ideally have experience of:

  • Delivering Housing Management System implementations.
  • Housing transformation programmes.
  • Building Safety programmes and regulatory compliance.
  • Complex data cleansing and large-scale data migration.
  • Property and housing data management.
  • Programme governance, budgeting and risk management.
  • Managing senior stakeholders across multiple departments.
  • Leading organisational and digital change.
  • Working with enterprise Housing Management Systems such as MRI Enterprise (highly desirable), NEC Housing, Microsoft Dynamics 365 or similar SaaS platforms.
Pay & Benefits
  • £309.00 per day PAYE.
  • Holiday pay accrued at 12.07% (£37.30 per day), giving an equivalent value of £346.30 per day.
  • Weekly PAYE payroll through E-Personnel Recruitment.

  • Statutory benefits including SSP (where applicable).
  • Long-term contract until July 2027.
