S.117, MHA Personal Health Budget (PHB) Project Manager
Job summary
The NHS Long Term Plan made a clear commitment to expand personalised care and personal health budgets (PHB's). The legal "right to have" a PHB for people eligible for S117 Aftercare came into effect December 2nd 2019.We need to work together to identify a clear and efficient process to enable delivery.It is anticipated that, as we move forward, PHB's will increasingly be the way that we work with and empower clients to agree truly personalised care to support their needs.
Main duties of the job
o Convene and manage a working group with whole system representation to support PHB Implementation for the S117 cohorto Provide drive & enthusiasm, escalating issues as requiredo Work through "test" scenarios with the group to identify potential issues and challengeso Support a number of test PHB's with service users/colleagueso Provide a proposed process (incl graphical representation/flow chart)o At the end of their tenure provide a plan for ensuing full implementation

Job responsibilities
The role represents a unique opportunity to accelerate this work, via co-production with patients and colleagues from across the health and social care landscape and also representatives from our local communities. It will also improve the planning, delivery and evaluation of services that support people entitled to s.117 aftercare services.
The role will coordinate and drive work to devise a process for the implementation of Personal Health Budgets (PHBs) for people in receipt of s. 117 after care services. A focus on quality, coproduction and relationships across the stakeholders network are required for this position.
Person Specification
Education/ Qualification/ Training
- Educated to masters level or equivalent level or experience of working at a senior level in specialist area.
- Evidence of post qualifying and continuing professional development
Experience
- Demonstrable experience of working in a large complex organization
- Evidence of initiating and managing change
- Evidence of developing and managing project or service delivery
- Experience of working within community mental health services
- Experience of delivering services to budgetary requirements
Knowledge and Skills
- Problem solving skills and ability to respond to sudden unexpected demands
- Ability to analyse complex facts and situations and develop a range of options
- Takes decisions on difficult and contentious issues where there may be a number of courses of action.
- Strategic thinking - ability to anticipate and resolve problems before they arise
- Knowledge of commissioning services
- Knowledge of the Care Act, 2014, the Mental Health Act, 1983 and other statutory frameworks
- Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
- Working knowledge of Microsoft Office with intermediate keyboard skills
