As a Learning and Engagement Officer, you will play a key role in supporting the implementation of a transformational programme to update our HR and finance systems.
This role directly supports the projects implementing iTrent (People and Payroll) and TechnologyOne (Finance, Income and Procurement) systems, enabling our workforce and Elected Members to learn and change their ways of working.
Working with the project leads for engagement, communication and training, this role is pivotal in ensuring the effective use of the systems by the workforce and our Elected Members.
Key Tasks of the Post:
As a Learning and Engagement Officer, you will:
•Support the HR and Finance Systems Programme Manager and the relevant teams delivery of the new iTrent and TechnologyOne systems
• Support on the engagement and roll out of the new iTrent and TechnologyOne systems by coordinating and delivering effective engagement activities for all staff and Elected Members
• Work closely with the project leads to design and deliver user testing and feedback sessions which identify training needs of employees
• To support the project delivery throughout testing phases, attending and co-ordinating workshops and engagement sessions across multiple sites with all key stakeholders
• Lead and support the design, delivery, and evaluation of impactful learning and training initiatives, including workshops and training programmes, to enable the successful implementation of iTrent and TechnologyOne systems
• Support the co-ordination and delivery of effective training aligned to our Elected Member Development Training Programme as appropriate to enable their effective use of the system(s)
• Consider the engagement strategies to deliver learning support for employees who are not digitally connected, and create innovative methods of engagement
• Design and develop training materials suitable for a variety of learning styles including presentations, guides, toolkits, videos and other relevant materials working alongside the system support officers to deliver learning for employees
• Gather and analyse feedback from training and engagement activities to inform continuous improvement and report on outcomes.
Learning and Training Officer
Coordinate with other teams across the business and specifically within our People and organisational Change Service, providing support to:
• Assist the Organisational Development Team in the review, development and update of policies, taking into account practice and procedure changes resulting from operational and system updates, best practice and/or the introduction of new legislation.
• Assist in the maintenance of management information systems to ensure that information for statutory reporting purposes, and additional information for organisational reporting purposes, is collated.
• Assist with the production of management information reports for key groups, including Corporate Leadership Team, as and when required
• Develop and maintain positive working relationships with Managers, employees, regional colleagues and partners
• Contribute to the delivery of the People Strategy which supports the Change Programme
• Support the development of a learning culture that promotes the ongoing development of staff and collaboration between teams
• Provide support in relation to Organisational Development practices, including the provision of advice, guidance and support.
Ensure that equality, diversity, inclusion and belonging are promoted and considered in all aspects of our responsibilities.
Report and provide advice to Committees, Consultative Forums and formal meetings and working groups as required to support workforce development across the offices and schools.

Educational Attainment
• Minimum of 5 GCSE’s including English and Maths at Grade 4
• Minimum of Level 3 qualification in relevant field e.g. CIPD
• Graduate CIPD
• Level 5 Coaching
• Degree level qualification in an appropriate subject
• Other relevant professional qualifications (e.g. MBTI practitioner, Certificate in psychometric assessment, coaching and mentoring level 3, equality and diversity level 2)
• Certificates Work Experience
• Experience of leading or supporting in the development / delivery of training programmes
• Experience of identifying training needs through coordination of user testing or feedback workshops
• Experience of development of a range of training materials using various media
• Experience of working in or with a Workforce Development (WD) or OD role or related role
• Experience of working on projects delivering digital change/transformation
• Experience of working as part of a multi-disciplinary team
• Experience of working with Elected Members • Experience of working in a public sector environment
• Experience of using or system knowledge of HR/ Payroll and/or procurement or finance systems
