Service Designer / Business Case Lead

We're seeking an experienced Service Designer / Business Case Lead to support the development of a nationally significant capability focused on tackling the growing challenges posed by synthetic media and deepfake technologies.
This is an opportunity to play a key role in shaping an emerging service that will support government, law enforcement, industry and research communities by providing a framework for benchmarking, evaluating and improving deepfake detection capabilities.
The Role
You will lead the development of a compelling business case and service design strategy, ensuring the capability aligns with wider government priorities around AI, security, fraud prevention and emerging technology risks.
Key responsibilities will include:
- Developing and refining Outline and Full Business Cases (OBC/FBC)
- Defining the future operating model for a national service
- Conducting options appraisals and strategic assessments
- Developing value propositions, benefits realisation plans and theories of change
- Leading cost modelling, funding assessments and affordability reviews
- Assessing governance, commercial models and service ownership options
- Identifying risks, dependencies and delivery considerations
- Building roadmaps to support service maturation and long-term adoption
- Engaging senior stakeholders across government and the wider technology ecosystem
- Working closely with product, delivery, technical and UCD teams to ensure alignment between strategic objectives and the developing service
Key Skills & Experience
- Strong service design, business architecture or operating model experience
- Proven track record delivering successful business cases within the public sector
- Experience developing OBCs/FBCs, operating models and strategic investment cases
- Knowledge of benefits realisation, financial modelling and value assessment
- Experience engaging senior stakeholders in complex government environments
- Understanding of governance, commercial strategy and service delivery models
- Ability to communicate complex concepts through clear, engaging documentation and presentations
Desirable
- Central government, justice, defence, security, policing or wider public sector experience
- Knowledge of AI, emerging technologies, digital services or cyber/security programmes
- Familiarity with GDS standards and government assurance processes
