Change Manager (Target Operating Model Implementation)

About The Role

FDM is a global business and technology consultancy seeking a Change Manager (Target Operating Model Implementation) to work for our client within the Public Sector / Organisational Transformation space. This is a 6 month role with strong prospects to extend and will operate on a hybrid basis based in London depending on programme needs and stakeholder engagement.

Our client is delivering a major organisational transformation centered around implementing a new Target Operating Model. This role will lead the people-focused change activity, ensuring leaders, teams and impacted groups understand the new ways of working and are supported to adopt them successfully. You will work closely with the Programme Manager, project teams and senior stakeholders to embed change in a structured, practical and sustainable way.

Responsibilities:

  • Develop and deliver the change management strategy and plan to underpin the Target Operating Model implementation
  • Conduct stakeholder analysis and develop tailored engagement plans for senior leaders and impacted groups
  • Design and deliver communications, engagement sessions, and change interventions to support readiness and adoption
  • Identify and manage people-related risks, resistance and barriers to change
  • Support leaders to understand and fulfil their role in driving and embedding change
  • Work closely with programme and project teams to integrate change activity with delivery plans
  • Track, measure and report on change readiness, engagement levels and adoption progress
About You
  • Strong experience delivering change management across large-scale organisational transformation or operating model programmes
  • Comfortable working with senior leadership and able to influence, challenge and build credibility at all levels
  • Skilled in applying structured change methodologies alongside practical, outcome-focused delivery
  • Excellent stakeholder engagement, communication, facilitation and relationship-building skills
  • Minimum 5 years’ experience in a Change Manager or similar role within complex transformation environments
