The ARC Bucks PCN (Primary Care Network) was formed in 2019.

Our PCN comprises of 6 Buckinghamshire GP practices, collaboratively working together for their population of 85,000 patients.

The Arc Bucks PCN has close links with other community staff and use multi-disciplinary teams across primary and community care, district nurses and adult social care, local communities, voluntary groups and many more.

Our goals are dedicated to providing an outstanding healthcare service, supporting the GP practices and the communities that surrounds them; focusing on what is strong and growing on those local assets, consisted of individuals, groups knowledge and activities that create a Community Network that builds strength, resilience, and empowerment.

ARC Primary Care Network

Base:Marlow Community Hospital,SL7 1DJ with travel across 5 PCN Practices, (Marlow & Beaconsfield)

Salary:In the range of £50,000- £60,000 dependant on experience including length of Primary Care Experience

Main duties of the job

Working collaboratively with clinical and operational teams across Arc PCN to design and deliver a digital and transformation vision that supports service improvement, patient access, and workforce sustainability. Acting as a bridge between practices, the PCN Board, and the wider Integrated Care System (ICS), they will ensure local initiatives align with system strategy while delivering measurable benefits for patients and staff.

The role will blend strategic leadership shaping transformation programmes and embedding Integrated Neighbourhood Team (INT) working with practical delivery through reporting, system optimisation, data quality improvement, and digital tool adoption.

Job Purpose

  • Drive the effective use of data and digital systems across Arc PCN to enhance service delivery, patient care, and compliance with national and local reporting requirements.
  • Lead the collection, analysis, and interpretation of PCN performance data (DES, IIF, QOF, vaccination returns).
  • Provide tailored data insights and digital solutions to practices, ARRS roles, and the PCN Board.
  • Strengthen collaborative working across practices and integrated neighbourhoods.
  • Align PCN digital and transformation priorities with the ICS strategy to promote sustainability, efficiency, and improved patient outcomes.

FedBucks is a not-for-profit GP federation of 46 GP practices covering a population of over 500,000 patients across Buckinghamshire. We began in 2016 and now employ around 300 members of staff at our head office site, and across our planned and unplanned care services.

Key Responsibilities

Reporting & Analytics

Lead all PCN reporting, including DES, IIF, vaccination returns, and other contractual datasets.

Produce accurate and timely COVID-19 and flu vaccination reports in line with local and national standards.

Analyse service performance to identify trends, risks, and opportunities for improvement.

Develop and maintain dashboards and reporting tools to support evidence-based decision-making.

Utilise Ardens Manager, EMIS, SystmOne, and Connected Care for accurate reporting and data extraction.

Audit and maintain data quality, ensuring consistent use of SNOMED codes and clinical templates.

Provide the PCN Board with high-quality performance reports, insights, and recommendations.

Digital Transformation & Support

Support practices to optimise clinical systems (EMIS, SystmOne, AccuRx, Connected Care).

Provide guidance and training to staff on templates, reporting, and digital best practice.

Lead on the implementation and integration of new digital tools to improve collaboration and efficiency.

Promote digital innovation aligned with ICB, INT, and national strategies.

Act as the first point of contact for digital and data-related queries, escalating appropriately to system IT leads.

Governance & Assurance

Maintain the accuracy, quality, and timeliness of all PCN data and reporting.

Monitor coding and template use to ensure compliance with clinical and contractual standards.

Ensure adherence to NHS information governance and cyber security requirements.

Maintain process documentation to support continuity, resilience, and audit readiness.

Oversee access controls and monitor EMIS Community Hub usage and reporting.

Transformation & Improvement

Work with practices to co-design solutions that improve patient access, staff experience, and operational efficiency.

Develop and manage a PCN transformation plan, tracking risks, interdependencies, and outcomes.

Apply programme management and Quality Improvement QI methods to deliver sustainable change.

Support staff development in digital improvement and transformation skills.

Ensure all improvement activity is patient-centered and outcome-focused.

Communication & Engagement

Build effective relationships across PCN practices, ARRS roles, and system partners to strengthen collaboration.

Support patient communication and engagement through digital channels SMS, NHS App, AccuRx.

Share best practice and innovation across the PCN and within the ICS network.

Represent Arc PCN at regional and system-level digital and transformation forums.

Communicate complex data and transformation concepts clearly to both clinical and non-clinical audiences.

Qualifications

Essential
  • High level of verbal, written and numerical literacy
  • Evidence of continuing professional development
  • Management, Leadership Qualification
Desirable
  • Formal project/programme management qualification e.g. PRINCE2, Agile, QI.

Experience

Essential
  • Proven experience in healthcare data reporting DES, QOF, IIF, vaccination programmes.
  • Skilled in data tools (Excel, Power BI) and primary care systems EMIS, SystmOne, AccuRx, Connected Care.
  • In-depth understanding of NHS reporting structures and primary care contracts.
  • Experience leading service transformation or digital improvement programmes.
  • Excellent communication, engagement, and stakeholder management skills.
  • Strong analytical, organisational, and problem-solving abilities.
  • Knowledge of information governance and cyber security standards.
  • Experience within a PCN or primary care environment.
Desirable
  • Knowledge of ARRS roles and PCN service delivery.
  • Familiarity with ICS digital and transformation strategies.
  • Experience in patient engagement and digital communication.
  • Experience working across multiple practices or healthcare settings.
