Product Manager - Public sector

Product Manager - Government Service Build- Inside IR35- Up to £500 (non negotiable)

A boutique consultancy that specialises in complex government and public sector projects is looking for an experienced Product Manager. This is a pivotal opportunity to shape an innovative government service and support strategic design for the future of public service delivery.

About the role

You will join a project to build a complex government service, supporting either the performance or quality management streams in a new operating model for a central government department. This is not a cookie-cutter product role-your environment is fast-paced and detail-rich, and you will work across two cross-functional project teams. The focus is on taking discovery insights and running an initial eight-week Alpha to define and scope the following phase of work.

Key responsibilities

  • Lead the end-to-end product management process for a new government service build, guiding a multi-disciplinary team through Alpha

  • Translate discovery findings into actionable product strategies, requirements, and deliverables for performance or quality management

  • Engage deeply with public sector stakeholders to understand their needs, facilitate workshops, and gather requirements for the 'to-be' state

  • Work to GDS standards, ensuring all design and delivery aligns with government best practice

  • Collaborate with service designers, QA specialists, and business analysts to deliver prototypes and iterate solutions within a complex environment

  • Provide regular updates to project leadership, manage risks, and build strong relationships with DWP and other government stakeholders

  • Scope and plan activities for the subsequent 13-week project phase, ensuring strategic vision and practical plans are aligned

What you'll need

  • Significant experience as a senior product manager or ADM in government projects, with complex service builds

  • Extensive hands-on experience with GDS (Government Digital Service) standards and frameworks

  • Track record managing complex environments and multi-team engagements in the public sector

  • Experience working closely with QA and design specialists, and understanding of quality and performance management in government context

  • Ability to gather, translate, and prioritise business and managerial requirements at senior stakeholder level

  • Strong workshop facilitation, documentation, and communication skills

  • Experience planning and delivering Alpha phases and setting up follow-on project phases

  • Ability to start promptly and adapt to an evolving statement of work
