Job summary

The GP Support Unit GPSU provides strategic and operational support to General Practice in Somerset, supporting innovation, improvement and sustainable service change. This Project Manager role leads the delivery of a portfolio of transformation projects, including digital and some IT-enabled change, supporting organisational priorities across services.

The post holder is responsible for the end-to-end delivery of projects through the full lifecycle, ensuring benefits are realised and projects are delivered on time, within scope and budget.

Operating within a wider transformation and delivery environment, the postholder will manage and support multiple workstreams, applying recognised project management approached to ensure change is delivered effectively, to agreed timescales and quality standards.

Job responsibilities

Main duties and Responsibilities Project and Transformation Delivery

Manage a portfolio of transformation projects, including digital and IT-enabled change, from initiation through to delivery and closure.

Develop and maintain clear project documentation including project initiation documents PID, delivery plans, risk and issue logs, dependency logs, benefits realisation plans and financial trackers.

Create, monitor and control project plans, milestones, resources, risks, issues and dependencies, taking corrective action where required.

Apply appropriate project management and improvement methodologies e.g. PRINCE2, Agile or hybrid approaches proportionate to the scale and complexity of each project.

Ensure projects deliver agreed outcomes, benefits and service improvements, supporting organisational transformation objectives.

Digital Operations & IT-Enabled Change

Deliver projects that improve digital operations, systems, workflows and data usage, including implementation or optimisation of digital tools and software solutions.

Work with internal teams, IT services and external suppliers to deliver technology-enabled change safely and effectively.

Support the development and maintenance of digital roadmaps and implementation plans aligned to strategic priorities.

Act as a knowledgeable point of contact for digital and IT-related project delivery, ensuring solutions meet user, operational and governance requirements.

Collaboration, Engagement and System Working

Build and maintain effective working relationships with clinical, operational, digital, IT and corporate stakeholders.

Actively manage stakeholder expectations, resolving conflicts and balancing competing priorities.

Facilitate workshops and meetings to support service redesign, process improvement and adoption of change.

Develop and implement proportionate communication and engagement plans for each project.

Governance, Standards and Assurance

Provide clear, concise and timely highlight and exception reports to programme boards, senior leaders and commissioners as required.

Ensure alignment with organisational governance processes, policies and procedures.

Escalate risks, issues or tolerance breaches appropriately, proposing options and recommendations.

Maintain accurate project records and reporting in agreed project and programme management systems.

Financial & Resource Management

Manage delegated project budgets, ensuring accurate forecasting, monitoring and reporting of capital and revenue expenditure.

Identify and manage project resources through matrix working, ensuring clarity of roles, responsibilities and deliverables.

Contribute cost estimates and resource assumptions to business cases and planning documents where required.

Process Improvement & Benefits Realisation

Analyse and map current-state and future-state processes, working with services to identify efficiencies and improvement opportunities.

Support change adoption by working closely with services during implementation and transition.

Define, track and manage benefits realisation, ensuring outcomes are measured and sustained post-project.

Ways of Working & Continuous Improvement

Contribute to the development and continuous improvement of project delivery standards, tools and methodologies.

Share project management expertise and best practice across programmes and services.

Maintain own professional development in project, transformation and digital delivery disciplines.

Communication and Influence

Establish credibility and trust with clinicians, managers and partners through a collaborative, facilitative approach to change.

Use strong communication skills to ensure stakeholders understand objectives, progress, impacts and next steps.

Support teams though change, encouraging engagement, collaborative working and constructive problem solving where there may be uncertainty or resistance.

Support GPSU events, webinars, engagement sessions, and meetings, ensuring effective communication in collaboration with the Communications and Engagement Lead.

Scope & Autonomy

Full responsibility for the day-to-day management of assigned projects within agreed tolerances for scope, cost and time.

Works independently, prioritising own workload across multiple projects, seeking guidance and assurance through governance routes as required.

No direct line management responsibility; however, the role leads and influences multidisciplinary project teams and suppliers through matrix management.

Qualifications
