As Chief Delivery & Governance Officer, you'll lead the teams responsible for our digital programme delivery, cyber security, and information governance. You'll be steering major projects, managing significant budgets, and helping to build digital services that are safe, effective, and genuinely useful to patients and staff.
It's a role that blends strategic thinking with hands-on delivery. You'll be working across clinical, corporate and system partners to make sure our digital investments support the Trust's wider goals--whether that's improving patient experience, enabling smarter working, or future-proofing our infrastructure.

Main duties of the job
- Provide effective leadership of the Digital PMO, IG and Cyber Security Teams
- Design, develop operating models and implement a programme management framework ensuring effective delivery of all major projects
- Design, develop and implement an IG and Cyber Security operating model and framework to ensure the effective delivery of strategies and plans
- Support the development of highly complex business cases
- Develop robust and effective partnerships with Divisions and Corporate Functions.
- Develop and maintain strategic partnerships with the System, NHS-E/I Strategic teams, and local delivery partners.
- Develop and maintain the governance and processes to maximise inputs from Supply Change Partners.
- Manage the current planning processes to ensure that all areas are delivering in accordance with industry best practice.
- Act with a high degree of autonomy, managing own workload and overseeing highly technical work streams delivered by DTI staff, Supply Chain Partners and external consultants.
- Meet all national and local service delivery targets.
- Contribute to delivery of the Trust's strategic objectives
- Develop and implement Policy to ensure compliance with all statutory and technical standards

Job responsibilities
Strategic Development
- Lead on the development of the Digital Programme and Information & Cyber Plans
- Ensure the Trusts digital assets are developed to best practice
- Provide strategic planning options for increasing the Trusts digital, information governance, and cyber maturity, and empowering patients to become digital citizens, aligned with the Trusts clinical strategy
- Support the shaping, development and delivery of the Trusts digital strategy taking account of all dependencies, infrastructure and interfaces for multiple projects
- Facilitate and lead strategic relationships with stakeholders including those operating services from the wider system and Trust, providing timely advice to system partners, the Executive Directors, Trust Management Executive, Trust Board, and other stakeholders as required
Digital Investments
- Managing the capital investments in scope of the digital programme including capital development, investment plan, capital planning, costing, resourcing and prioritisation. Work with the digital leadership team to prioritize capital investment to balance competing needs and risks
- In collaboration with senior peers provide advice on all aspects of digital investment
- Provide progress reports on the Digital programme to the relevant Trust governance forums such as Trust Leadership team and Finance and Resource Committee
- Manage the Trusts Digital programme ensuring the timely and successful delivery of projects from inception to completion
- Actively seek alternative sources of funding for capital developments
Digital Programmes
- Manage digital projects including all documentation from initial brief to handover
- Oversee programme management of the current and future digital programme
- Ensure that programme and project structures are established with programme and project roles and responsibilities defined and that these arrangements are documented with appropriate governance in place including project initiation documents and risk assessments throughout the planning, design, tendering, reporting, approval, implementation, go live and post-completion stages
- Work together with senior clinicians, nursing, infection control, procurement, patient user groups and staff to ensure all concerned are actively involved in design options for the programme in order to deliver high quality, effective and efficient patient care demonstrating best practice and value for money
- Carry out feasibility studies with budget and detailed estimate of work including option appraisals, draft designs, support for business plans and recommendations for submission of funding bids
- Oversee the Management of project design and specification in a multi-discipline environment
- Ensure that health and safety precautions are taken into account throughout all stages of a project including and risk assessments to ensure that projects can be carried out with minimum risk to staff, patients and visitors
- Oversee the Development of a library of documentation, specifications, schedule of costs and products improving the quality of capital schemes
- Manage external suppliers including briefing, procurement monitoring and contract management
- Oversee the management of the delivery of digital projects in accordance with the Treasury Green Book, and other relevant guidance and best practice
- Fulfil the role of Programme lead for relevant digital projects
- Consult with appropriate clinical and operational leads across the Trust to identify the preferred models of care underpinning digital projects and the change management plans required to deliver scheme benefits
- Commission supply partners in accordance with Trust Standing Orders and Standing Financial Instructions
- Manage the procurement, design, configuration, implementation, and successful delivery of digital projects to the required quality standards, within budget and in programme including awarding contracts, approval of final accounts and contractual financial claims
- Provide progress reports on the digital programme against budget, timescale and quality objectives to relevant Trust groups
- Provide professional advice in terms of Programme and project planning
- Support the Head of PMO & Delivery in the delivery of a high-class Project Management Office (PMO)
- Support the Head of PMO & Delivery in the development of project plans and resource plans
- Lead of the prioritisation of digital projects ensuring that a deliverable digital programme is aligned to Trust requirements on an ongoing basis
Cyber Security
- Oversee the Head of Cyber in developing a comprehensive and cohesive plan for the development and maintenance of IT/cyber security which meets the strategic direction of the Trust while minimising unnecessary disruption to stakeholders involved in the process and is operationally sound
- Work with the Trusts Head of Cyber to: Ensure the Cyber Security team have a clear strategy and improvement plan for a co-ordinated approach to the implementation of Cyber Security within the Trust
- Advocate IT/cyber security at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole
- Ensure that the IT/cyber security maintains business focus, has clear authority and that the context, including risks and policy, is actively managed in alignment with the strategic priorities of the NHS
- Ensure compliance to the Data Security Protection Toolkit
- Lead IT Security initiatives aimed at ensuring the confidentiality, integrity and availability of information
Information Governance (Including Subject Access Request)
- Line manage and support the Head of Information Governance - Data Protection Officer (DPO) for the Trust. Be an advocate for Information Governance as a critical activity that all staff understand when handling person identifiable staff and patient information in an environment where most data are classed as sensitive under the Data Protection Act,
- Work with the Head of Information Governance - Data Protection Officer (DPO): Ensure the Information Governance team have a clear strategy and improvement plan for a coordinated approach to the implementation of Information Governance within the Trust. Thus meeting legal and regulatory obligations in relation to:
- Data Protection Act and implementation of the General Data Protection Act Regulation
- Caldicott Report
- DoH Confidentiality Code of Practice
- Records Management Code of Practice
- Freedom of Information Act
- CQC regulations
- Ensure close liaison between the Information Governance team and the Senior Information Risk Owner (SIRO). Ensure appropriate escalation of risk as well as key points for the SIROs report to the Board
- Hold corporate responsibility for the development, promotion and monitoring of Cyber and Information Governance policies, to apply across the whole Trust, including, where required, interpreting overall national strategy and policy, and relevant legislation, in order to establish standards
- Facilitate governance required for the sharing of information between primary and secondary care sectors, and with other relevant agencies within the boundaries allowed by law
- Promote the importance of information governance and cyber security across the Trust and wider health community
- Responsible for Subject Access Requests and an efficient and compliant process
Performance
- Ensure that robust mechanisms are in place to regularly monitor and report performance for all activities with regular reports for spend, progress, change control and reviews
- Ensure that data collected is analysed, reported by the team as appropriate and monitor the processing of data and information
- Take responsibility for the preparation of reports and complex papers, and ensure that all documents produced by the Digital Team are of a suitable high quality
- Working as part of a multi-disciplinary team, support the development of robust and compelling business cases, following the Treasury Green Book five case model format, or the Trusts Business Justification Template process as required. Exploit opportunities to attract external capital investment through public dividend capital or other routes, including preparing bids for funding
- Determine optimum procurement strategy and produce tender documentation, lead tender processes and tender analysis
- Deliver against objectives, achieve quality outcomes and work to tight deadlines
Management and Communication
- Where required deputize for the CDIO or Deputy CDIO, including attendance at management and Executive Committees and other such meetings as required
- Provide absence cover and support for other members of the DTI Senior Leadership Team, including providing operational support and advice across the full range of services delivered by the team
- Work as a key member of the DTI Senior Leadership Team to identify and implement service improvement projects using lean methodology and change management techniques
- Communicate at the highest level often on highly complex, highly sensitive or contentious information in highly emotive situations
- Assume responsibility for the recruitment and retention of the team, professional and technical development of staff, monitoring, annual development plans, succession planning, and for undertaking individual performance and development reviews

Person Specification
Qualifications & Training
- Masters Degree in a digital or leadership discipline or significant practical and specialist experience in relevant senior digital roles
- Proven evidence of Continuing Professional Development (CPD)
- Evidence of relevant professional qualification(s)
Experience
- Extensive demonstrable experience of working in a senior digital role managing major digital projects and operational services.
- Demonstrable experience of business case development
- Proven multi-disciplinary digital project management demonstrable experience, including the delivery of complex projects in line with time, cost and quality objectives.
- Track record of working across organisational boundaries and with partners to achieve mutual objectives.
- Demonstrable experience of working within acute NHS Trust
