The Role

We're looking for a Reach Contract & Programme Manager to drive a landmark multi-year project bringing multi-operator connectivity to mainline Railway stations and tunnels across the UK. You'll work with Network Rail, MNOs, and Principal Contractors, steering complex contracts from set-up to delivery. Partnering with our commercial, finance, and PMO teams, you'll keep everything on track through clear governance, strong relationships, and sharp risk management — all while ensuring compliance at every stage.

Requirements

  • Contract Lifecycle Management - ensuring the Reach contracts are effectively implemented and executed; tracking contract performance ensuring compliance, adherence to terms and addressing any issues.
  • Relationship Management - establishing and maintaining strong relationships with stakeholders in particular Network Rail and the MNOs; setting up governance frameworks; communicating with internal and external stakeholders.
  • Risk Management - identifying potential programme risks, ensuring strategies and plans are in place to mitigate them. Ensuring contract deliverables comply with legal, regulatory and organisational policies and procedures
  • Documentation and reporting - organising and storing Reach programme documentation centrally; Developing reports to proactively track and demonstrate adherence to contract obligations.
  • Contract change management - managing scope changes to the contract and ensuring they are documented and agreed.
  • Contract event management - tracking the triggering of events, agreements made as a result of these events, including dispute resolution
Knowledge and Experience
  • Proven expertise in Contract Lifecycle Management - from implementation to execution, with a strong track record in monitoring performance, ensuring compliance, and resolving issues.
  • Exceptional Relationship Management skills - adept at building trust with key stakeholders such as Network Rail and MNOs, setting up governance frameworks, and maintaining clear communication with internal and external partners.
  • Strong Risk Management capabilities - experienced in identifying risks, developing mitigation strategies, and ensuring all deliverables meet legal, regulatory, and organisational requirements.
  • Excellent Documentation & Reporting skills - organised in managing programme records and producing clear, actionable reports to track contract obligations.
  • Experience in Contract Change Management - skilled at handling scope changes, documenting updates, and securing agreement from all parties.
  • Proficiency in Contract Event Management - able to track contractual triggers, manage outcomes, and support dispute resolution processes.
  • Experience within Infrastructure projects is desirable
