Head of IT and Digital
Job summary
An exciting opportunity exists at HMT to drive forward our digital agenda and oversee IT developments, reporting directly to the Executive Director of Digital, Transformation & Estates, you will be responsible for leading the strategic direction, development, and delivery of HMTs IT and Digital services. This role ensures technology is aligned with business objectives and drives innovation, operational efficiency, and digital transformation across HMT. Managing a small team, you will lead the IT infrastructure, digital platforms, cybersecurity, and data governance while also leading key transformation and modernisation programs.
This job has the opportunity to be remote with travel to HMT sites expected as required.
Main duties of the job
- Lead the development and delivery of HMTs IT and Digital strategy, aligned to organisational goals.
- Drive innovation and transformation across services, enhancing efficiency, customer experience, and digital capability.
- Oversee the management of IT infrastructure, cloud services, enterprise applications, and cybersecurity frameworks.
- Ensure compliance with regulatory standards (e.g., GDPR, ISO 27001, Cyber Essentials+) and proactively manage cyber risks.
- Lead digital programmes including automation, data analytics, self-service, and agile delivery models.
- Build and develop a high-performing, collaborative IT and Digital team with a focus on continuous improvement.
- Manage IT budgets and vendor relationships, ensuring cost-effectiveness and value for money.
- Act as a key member of the Senior Leadership Team, influencing strategic decisions and leading change across the organisation.

Strategic Leadership
- Define and execute the IT and Digital strategy in alignment with HMTs business strategy.
- Lead digital innovation and transformation initiatives to enhance customer experience, service delivery, and internal efficiency.
- Serve as a key member of the Senior Leadership Team, advising on technology trends and opportunities.

Technology and Infrastructure Management
- Oversee the management and modernisation of IT infrastructure, enterprise applications, and cloud services.
- Ensure high availability, scalability, and security of IT systems and digital platforms.
- Establish and manage vendor relationships, contracts, and service levels.
Cybersecurity and Risk Management
Lead the development and implementation of the Information Governance Framework, policies, and procedures.
Ensure compliance with regulatory requirements e.g., GDPR, ISO 27001, Cyber Essentials.
Proactively manage cyber risks and incident response plans
Digital Transformation
- Drive digital programs including automation, data analytics, self-service platforms, and customer-facing technologies.
Promote agile delivery models, DevOps, and cross-functional digital teams including healthcare practitioners, administrators, finance, and IT professionals, to understand solution needs and implement them.
- Lead user adoption initiatives and change management across digital tools.
Team Leadership and Development
- Lead and develop a high-performing IT and digital team, fostering a culture of continuous learning, innovation, and collaboration.
- Define clear KPIs, performance goals, and professional development plans.
- Oversee recruitment, retention, and succession planning in the IT function.
Budget and Financial Management
- Develop and manage the IT and digital budget, ensuring cost-effective solutions and return on investment.
- Monitor financial performance and identify opportunities for savings or reinvestment.
Person Specification
Qualifications
- Bachelors degree in Information Technology, Computer Science, Digital Transformation, or a related field
- Proven experience in IT leadership roles with responsibility for enterprise-level systems and digital strategy
- Strong track record of delivering digital transformation programmes and managing remote IT operations
- In-depth knowledge of IT infrastructure, cloud platforms, cybersecurity, and enterprise architecture
- Experience with governance frameworks (e.g., ITIL, COBIT) and relevant certifications such as CISM, CISSP, TOGAF, Agile, or PRINCE2
- Excellent leadership, strategic thinking, and communication skills
