Job summary
Hampshire and Isle of Wight Healthcare NHS Foundation Trust is seeking a Chief Technology Officer to provide senior technical leadership across our Digital, Data and Technology portfolio.
This is a key leadership role at the heart of our digital strategy. The post holder will lead the technical architecture, infrastructure, cloud, network, integration, cyber operations and provide the technology assurance capability needed to support one of the largest providers of community, mental health and learning disability services in the region.
The role will support delivery of our major digital priorities, including Strategic Electronic Patient Record capabilities, Microsoft 365 convergence, Strategic Data Platform, interoperability, NHS App and Patient Engagement Portal expansion, cyber resilience, Ambient Voice Technology, Microsoft Copilot and emerging AI-enabled tools.
We are looking for a credible, values-led technical leader who can bring clarity to complexity, build strong relationships with clinical and operational teams, modernise legacy technology, strengthen resilience and help ensure digital services improve care, support staff and deliver value for money.
The successful candidate will combine strong technical expertise with compassionate leadership, excellent stakeholder skills and a clear commitment to improving outcomes for patients, staff and communities.
Main duties of the job
The postholder will be responsible for Digital and range of digital functions including technology architecture, infrastructure, cloud and hosting, networks, integration, technical design, cyber operations, technical delivery assurance, supplier technical performance, and technical enablement of major digital programmes:
Strategic technology leadership

Person Specification
Qualifications
- Educated to master's level or equivalent specialist senior technical and leadership experience.
- Leadership and management qualification or significant experience working at a senior level
- Architecture qualification such as TOGAF or equivalent practical experience
- ITIL, PRINCE2, MSP, Agile, cloud, cyber or enterprise architecture certification
- Professional registration or membership relevant to digital, technology, cyber or informatics
- Knowledge of NHS technology frameworks, procurement frameworks and national digital programmes
Experience
- Highly experienced with significant senior technology leadership experience in a large, complex organisation
- Experience of leading enterprise architecture, infrastructure, cloud, network or integration services
- Experience of managing technology in a multi-site, multi-service environment
- Experience of delivering complex technology change programmes with operational, clinical and financial dependencies
- Experience of technical supplier management and contract performance management
- Experience of cyber resilience, business continuity and service recovery planning
- Experience of developing business cases, investment plans, technical roadmaps and benefits-led proposals
- Experience of leading and developing technical teams
- Senior technology leadership experience in the NHS or wider health and care sector
- Experience of supporting EPR procurement, implementation or optimisation
- Experience of clinical system convergence or post-merger digital harmonisation
- Experience of Microsoft 365 transformation, telephony/network modernisation or cloud migration
- Experience of Strategic Data Platform, population health, shared care record or interoperability programmes
- Experience of AI, automation, ambient voice technology or responsible AI governance
- Experience of working across an Integrated Care System or provider collaborative
- Experience of digital literacy, workforce adoption or technology-enabled service redesign
Additional Criteria
- Strong knowledge of enterprise architecture, infrastructure, cloud, networks, integration and cyber security
- Understanding of NHS digital standards, information governance, clinical safety and data protection requirements
- Strong understanding of enterprise technology architecture and how it enables organisational strategy
- Strong understanding of cyber security, resilience, access control, patching, disaster recovery and infrastructure risk
- Understanding of cloud, on-premise, hybrid infrastructure and modern workplace technologies
- Understanding of integration, interoperability, APIs, information standards and data flows
- Understanding of supplier markets, procurement, contract management and value-for-money assessment
- Understanding of technology-enabled transformation, adoption, change and benefits realisation
