Harrington Starr are pleased to be partnered with a boutique investment bank operating in the UK small and mid-cap market. The firm provides advisory and corporate finance services to listed companies, supporting their strategic, corporate and financing requirements.

Role Overview

The Technical Programme Manager will play a central role within the Strategic Enablement function, working closely with the Chief Strategy Officer to deliver technology-driven change that supports the firm’s growth ambitions.

Key Responsibilities

  • Lead and oversee delivery of complex, multi-workstream technology programmes, ensuring alignment with business strategy, regulatory expectations, and operational resilience requirements.
  • Translate strategic objectives into clear delivery roadmaps, technical requirements, and prioritised backlogs in collaboration with technology, operations, and business stakeholders.
  • Manage third-party vendors and technology partners, including oversight of contracts, delivery schedules, service levels, and integration activity.
  • Own and optimise Jira, Confluence, and related Atlassian tools, ensuring high-quality workflow design, reporting, and transparency.
  • Identify and resolve delivery risks, architectural dependencies, and technical blockers in collaboration with engineering and infrastructure teams.
  • Champion the use of modern tooling and intelligent automation, including AI-assisted solutions, to enhance analysis, documentation, and delivery efficiency.

Key Requirements

  • Proven experience delivering complex, multi-workstream technology programmes within financial services, ideally in investment banking, capital markets, or another regulated environment.
  • Strong understanding of enterprise technology architecture, including infrastructure, cloud services, networking, security controls, data platforms, and application lifecycle management.
  • Hands-on expertise with Atlassian tools (including Jira and Confluence), with the ability to design workflows, reporting structures, and governance frameworks.
  • Excellent communication skills, with the ability to translate technical risks and delivery considerations into clear business language for senior stakeholders and Board-level audiences.
  • Strong vendor and third-party management experience, including contract oversight, budgeting, service monitoring, and risk management.
  • Knowledge of regulatory and compliance considerations relevant to UK financial services, including operational resilience, data governance, and cyber security controls.
  • Experience working with modern integration patterns, data flows, and APIs in multi-system environments.
  • Familiarity with AI-assisted tooling and an interest in leveraging emerging technologies to improve delivery speed and quality.
