The Business Intelligence and Contract Analyst will provide high-quality data analysis and reporting to support the management and monitoring of the Long-Term Conditions (LTC) outcome framework contract, working closely with Havering general practices. You will analyse complex patient activity data against contract baselines, identify financial risks or opportunities, to support general practices in achieving outcomes for patients and maximising funding. This is a critical role that requires a dynamic and flexible individual with advance skills in use of EMIS, which is the clinical system used across Havering general practices. In addition, experience of NHS contracting, and primary care working is critical. The postholder will act as the central point of contact for the practices on all contractual matters, and acting as the subject matter expert on LTC LIS related contract matters on behalf of Primary Care Networks (PCNs) with NEL ICB. The post holder will play a key role with PCNs and practices, and PMO lead, Multi disciplinary Teams for LTC in shaping the management support and infrastructure for the new LTC outcome framework, The role requires strong communication, analytical, and problem-solving skills, alongside the ability to build and maintain effective relationships with a wide range of stakeholders, particularly, General Practices and PCNs
Main duties of the job
Lead the monitoring and analysis of the Long-Term Conditions (LTC) contract by producing and interpreting performance reports, tracking outcome-based KPIs, and analysing complex EMIS and other datasets to monitor activity, funding and contractual performance. Develop dashboards, forecasts and business intelligence to identify trends, risks, opportunities and service improvements, supporting practices to maximise patient outcomes and contractual income.
Manage activity reconciliation and financial reporting with NEL ICB, ensuring accurate payment schedules, timely invoicing and monthly reconciliation of income and costs. Produce predictive models and cost-benefit analyses to support demand, capacity and financial planning.
Provide expert analytical and contractual support to GP practices, PCNs and Havering Health by translating complex data into clear, actionable insights, delivering reports and presentations, and providing on-site support where required. Build effective relationships with commissioners and system partners, act as the key organisational contact for contract-related matters, and represent Havering Health at meetings and working groups.
Promote collaborative working, continuous improvement and high standards of business intelligence, acting as a subject matter expert and champion for data, analytics and contract performance across Havering Health.

Contract Monitoring & Activity Analysis
Produce, analyse, and distribute monthly Service Level Agreement Monitoring reports to practices.
Contract Monitoring: Tracking monthly contract performance, such as Payment by outcome, and other KPIs.
Data Extraction & Modelling: Querying complex datasets from EMIS reports and analyse patient activity vs. funding available.
Visualisation: Building interactive reporting dashboards to present financial and clinical data to non-analytical stakeholders in general practices and PCNs.
Forecasting: Modelling future demand, capacity, and service efficiency to outcome delivery and risk mitigation.
Monitor performance against the LTC LIS Contract.
Identify, investigate, and report on significant variances between actual patient activity and expected performance matrix.
Support the reconciliation and challenges process with PCNS and NEL Integrated Care Boards
identifying opportunities to enhance capacity and patient experience for
general practices
Maximising Income
To agree activity reconciliation and funding for practices with NEL ICB to ensure that invoicing is raised by HH finance promptly.
Provide HH Finance team with accurate schedule of payments due at practice level and reconcile income and costs on a monthly basis against activity from Dashboard assigned by NEL CIB
Develop predictive models to forecast future patient activity, demand, capacity, and corresponding income.
Conduct data-driven cost-benefit analyses to support practices for capacity management or reducing costs.
Stakeholder Engagement & Support to General Practices
Translate highly complex financial and technical data into clear, user-friendly reports for non-analytical staff in practices. Provide hands on support on site to practices as required.
Present analytical findings to PCN CDs, GP partners and other practices staff and external commissioning partners to drive improvements or maximise fund.
Build and maintain effective relationships with ICB, PCNs, General Practice, and wider system partners.
Act as the main organisational interface for contract and service-related matters.
Represent Havering Health at meetings as required.
Prepare and present reports, briefings as required.
Team Contribution

Person Specification
Qualifications
- Degree in a highly quantitative or procurement or equivalent professional experience gained in wider NHS and Primary Care
Experience
- Knowledge and Experience:
- Minimum 2-3 years of experience working as a data/business analyst and contract manager, ideally within primary care or must be in NHS.
- Strong experience of using EMIS and able to create searches.
- Direct experience with NHS contracting mechanisms
- Intermediate IT skills, able to use Microsoft Office applications, e.g., Word, Excel and PowerPoint.
- Problem solving and analytical skills.
Technical Skills
- Advanced level EMIS, able to build searches as required.
- Advanced ability to complex data sets quickly.
- Good understanding and experience of primary care contracting and NHS contract monitoring regime.
- Basic knowledge of project management principles.
Core Competencies
- Analytical Thinking: Ability to dissect complex KPIs and build data collections sources quickly.
- Must be able to work with practices staff and support timely delivery through analysis.
