An experienced Communications Manager is required to lead national communications for the adoption of the Law Enforcement Data Service (LEDS), a critical capability supporting frontline policing and operational partners across the UK. This is a high-profile role at a pivotal point in delivery, forming part of the LEDS Adoption Team and responsible for designing and delivering a clear, confident, and coordinated communications approach aligned to programme milestones, cutover, and operational readiness. The role involves translating complex technical and delivery information into accessible, purposeful messaging for a wide range of audiences, including police forces, national partners, and senior stakeholders, directly supporting safe transition, informed decision-making, and confident use of a national law enforcement service.You will oversee the creation and delivery of high-quality communications products across multiple channels, working closely with change, engagement, and programme teams to ensure messaging reflects delivery reality, risks, and dependencies. The role also plays a key part in managing communications-related risks, supporting readiness and cutover activity, and ensuring stakeholders understand what is changing, when, and what is expected of them, while maintaining strong feedback loops and auditability throughout the programme.The successful candidate will be able to demonstrate the below:

  • Proven experience leading communications in large, complex transformation programmes, within government.
  • Experience communicating across multi-organisational, nationally distributed stakeholder environments
  • Strong ability to translate complex technical or programme information into clear, actionable messages
  • Experience working closely with change, engagement, and delivery teams in high-risk or time-critical settings
  • Excellent written and verbal communication skills, with confidence in engaging senior stakeholders
  • Strong planning, organisational, and coordination capabilities
  • Experience supporting system transitions, cutovers, or large-scale technology adoption
  • Familiarity with policing, law enforcement, or Home Office delivery environments is a bonus.
  • Experience operating within programmes with high levels of governance, assurance, and audit
  • Security Check (SC) clearance is essential.
  • Ability to obtain policing clearance
  • Remote working, with flexibility to work across Home Office locations and with national stakeholders as required
