Data Team Leader

Hays are working in partnership with a local authority to recruit an experienced Data Team Leader to lead a small housing data and performance function during a key period of service improvement and regulatory focus.
This is an excellent opportunity for an experienced leader who has come from a technical data background but now focusses on managing people, driving performance standards and ensuring high-quality management information supports operational and strategic decision-making.
You will lead a team of two Senior/Data Analysts, overseeing workloads, developing capability and ensuring the delivery of accurate reporting across a busy Housing Service responsible for over 8,000 tenants and leaseholders.
Your new role
As the Data Team Leader, you will be responsible for the day-to-day management of the housing performance and data function, ensuring that regulatory, statutory and corporate reporting requirements are met.
You will act as the key point of contact for housing performance information, providing insight to senior stakeholders and supporting service improvement initiatives across housing management, homelessness, housing needs, repairs and maintenance services.
Whilst this is not a hands-on technical analyst role, applicants must possess previous experience working with data reporting, Business Intelligence and performance management systems. A strong understanding of Power BI, SQL and data analysis methodologies is required to effectively lead and challenge the team's outputs.
Key Responsibilities
- Lead, manage and develop a team of two data and performance professionals.
- Oversee delivery of performance reporting, management information and regulatory reporting.
- Ensure the quality, accuracy and integrity of data used for operational and strategic decision-making.
- Manage housing statutory returns, including Tenant Satisfaction Measures and other regulatory submissions.
- Lead on performance monitoring, trend analysis and risk reporting.
- Support senior managers with insight, recommendations and improvement plans.
- Ensure timely responses to Freedom of Information requests and statutory reporting requirements.
- Drive continuous improvement in data processes, reporting standards and performance frameworks.
- Work closely with operational managers to improve service performance and resident outcomes.
What you'll need to succeed
To be successful in this role, you will demonstrate:
- Previous experience managing or leading data, performance or Business Intelligence teams.
- Experience line managing staff and developing high-performing teams.
- Strong stakeholder engagement and communication skills.
- Previous technical experience using Power BI, SQL and complex reporting systems.
- Experience producing and interpreting performance dashboards and management information.
- Strong analytical and problem-solving skills.
- Experience within local government, housing services or another regulated environment would be highly desirable.
- Ability to translate complex performance data into meaningful insights for senior stakeholders.
