Join a leading technology–communications team as a Policy & Governance Manager!

As a Policy & Governance Manager, you will play a pivotal role in shaping the governance framework of a newly formed organisation created from the merger of two major UK telecoms brands. This is a unique opportunity to define policy standards, strengthen regulatory governance, and influence how the UK’s largest mobile network operates during a landmark industry transformation.

Contract Details

  • Contract Length: Until 31/10/2026 (with visibility to extend)
  • Day Rate: £500 per day (inside IR35)
  • Location: Newbury (hybrid – twice per week on-site)

Key Responsibilities

  • Lead the consolidation of Vodafone and Three policies into a unified policy governance framework.
  • Manage the full lifecycle of risk and compliance policies, including drafting, approvals, version control, and annual certification.
  • Coordinate governance cycles including ERCC meetings—agenda setting, papers, packs, minutes, and action tracking.
  • Oversee regulatory change monitoring, reporting impacts, and ensuring governance structures remain fit for purpose.
  • Manage shareholder reporting requirements, ensuring accuracy, senior-level sign‐off, and timely submission.
  • Partner with senior stakeholders to embed strong governance behaviours and provide constructive challenge where needed.
  • Produce high‐quality policy documents, briefing papers, and governance reporting for Executive and Board-level audiences.

Key Requirements

  • Experience in policy, governance, risk, or regulatory roles within regulated industries.
  • Strong understanding of governance frameworks, policy management, and regulatory obligations.
  • Excellent written and verbal communication skills, with experience preparing senior‐level papers.
  • Demonstrated ability to influence stakeholders and provide constructive challenge.
  • Strong analytical capability and high proficiency with Microsoft Office and AI‐enabled productivity tools (e.g., Copilot).
  • Desirable: ICA or similar compliance qualification and/or telecoms policy or regulatory experience.
